Abstrak penelitian ini bertujuan untuk menentukan pengaruh sisa lebih anggaran tahun sebelumnya, perubahan anggaran dan fiscal stress terhadap serapan anggaran pemerintah kabupaten/kota di provinsi aceh. populasi pada studi ini adalah seluruh 23 kabupaten/kota di provinsi aceh. sampel dipilih dengan menggunakan teknik sampel jenuh atau sensus. data yang digunakan dalam penelitian ini adalah data sekunder yang berupa data apbd perubahan dan laporan realisasi anggaran (lra) periode 2016-2018. analisis data dilakukan dengan metode regresi linear berganda. hasil penelitian ini menunjukkan bahwa sisa lebih anggaran tahun sebelumnya, perubahan anggaran dan fiscal stress secara simultan berpengaruh terhadap serapan anggaran. secara parsial, sisa lebih anggaran tahun sebelumnya dan perubahan anggaran berpengaruh negatif terhadap serapan anggaran, sedangkan fiscal stress berpengaruh positif terhadap serapan anggaran. kata kunci: serapan anggaran, sisa lebih anggaran tahun sebelumnya, perubahan anggaran, dan fiscal stress. abstract this study aims to determine the effect of the last year unspent budget, budget amendment, and fiscal stress on the budget absorption of the regency/city government in aceh province. the population in this study is all 23 regencies/cities in aceh province. samples are selected by using saturated or census sample techniques. the data used in this research are secondary data in the form of changes in apbd data and budget reports (lra) for the 2016-2018 period. data analysis was performed using multiple linear regression methods. the results of this study indicate that the rest of the previous year's budget, changes in budget and fiscal stress simultaneously have a significant effect on budget absorption. partially, the rest of the previous year's budget and budget changes have a negative effect on budget absorption, while fiscal stress has a positive effect on the budget absorption. keywords: the budget absorption, the last year unspent budget, budget amendment, fiscal stress.
