[skripsi. universitas syiah kuala]. dibawah bimbingan: dr. muhammad yunus, s.pd., m.pd., dan rizal fahmi, s.pd., m.pd., tingginya kenakalan remaja di kota lhokseumawe, seperti pergaulan bebas, tawuran, dan penyalahgunaan narkoba, mendorong badan kependudukan keluarga berencana nasional (bkkbn) membentuk program bina keluarga remaja (bkr), termasuk di gampong keude aceh yang telah berjalan lima tahun. namun, pemahaman, sikap, dan keterlibatan masyarakat terhadap program ini masih beragam. penelitian ini bertujuan: 1) untuk mengetahui persepsi masyarakat terhadap pembentukan program bkr; 2) untuk mengetahui sikap masyarakat terhadap pembentukan program bkr; 3) untuk mengetahui partisipasi masyarakat dalam pelaksanaan program bkr di gampong keude aceh kota lhokseumawe. penelitian ini menggunakan pendekatan kualitatif deskriptif, dengan teknik pengumpulan data wawancara semi terstruktur terhadap 10 informan (5 orang tua remaja usia 10–24 tahun dan 5 kader bkr) yang dipilih secara purposive sampling, dianalisis menggunakan model miles dan huberman. hasil penelitian menunjukkan: 1) persepsi masyarakat terhadap program bkr secara umum positif, ditandai penerimaan informasi melalui kader, petugas gampong, pengajian, dan grup whatsapp, serta penilaian positif terhadap program dan kinerja kader, meski ada catatan terkait waktu, jadwal, konsumsi, dan kelayakan tempat; 2) sikap masyarakat positif pada aspek kognitif, afektif, dan konatif, yaitu meyakini pentingnya program, merasa senang dan bangga meski khawatir akan keberlanjutan program akibat kendala dana dan sarana, serta bersedia mendukung program; 3) partisipasi masyarakat bervariasi tiap tahapan: rendah pada pengambilan keputusan, cenderung pasif pada pelaksanaan dengan kader lebih konsisten dibanding orang tua, namun masyarakat merasakan manfaat berupa peningkatan pengetahuan, komunikasi keluarga, dan penguatan nilai moral-agama, serta terlibat dalam evaluasi informal yang mengungkap kekurangan seperti keterbatasan sarana, dana, jumlah kader, dan stigma sosial. simpulan penelitian yaitu: 1) persepsi masyarakat terhadap program bkr secara umum positif; 2) sikap masyarakat terhadap program bkr juga positif pada aspek kognitif, afektif, dan konatif; 3) partisipasi masyarakat belum optimal, khususnya pada pengambilan keputusan dan pelaksanaan kegiatan. saran: 1) masyarakat, khususnya orang tua, diharapkan lebih aktif berpartisipasi dalam seluruh tahapan program serta meningkatkan keterlibatan ayah yang masih didominasi ibu; 2) peneliti selanjutnya diharapkan memperluas wilayah penelitian serta menggunakan pendekatan kuantitatif atau mixed methods untuk mengukur hubungan antar variabel lebih terukur. kata kunci: respon masyarakat, bina keluarga remaja, persepsi, sikap, partisipasi



Abstract

Faradisa Putri Zulfani. (2026). Community Response To The Establishment Of The Youth Family Development Program (BKR) In Keude Aceh Village Lhokseumawe City. Undergraduate Thesis. Supervised by: Dr. Muhammad Yunus, S.Pd., M.Pd., and Rizal Fahmi, S.Pd., M.Pd., The high rate of juvenile delinquency in Lhokseumawe City, including promiscuity, brawls, and drug abuse, has prompted the National Population and Family Planning Board (BKKBN) to establish the Adolescent Family Development Program (Bina Keluarga Remaja/BKR), including in Gampong Keude Aceh, where it has run for five years. However, community understanding, attitudes, and involvement toward the program remain varied. This study aims to determine: 1) community perception of the establishment of the BKR Program; 2) community attitudes toward the program; and 3) community participation in its implementation in Gampong Keude Aceh, Lhokseumawe City. A descriptive qualitative approach was used, with semi-structured interviews as the data collection technique involving 10 informants (5 parents of adolescents aged 10–24 years and 5 BKR cadres) selected through purposive sampling, analyzed using the Miles and Huberman model. The results show that community perception of the BKR Program is generally positive, reflected in the receipt of information through cadres, village officials, religious gatherings, and WhatsApp groups, along with positive assessments of the program and cadre performance, although concerns remain regarding time, scheduling, refreshments, and venue suitability. Community attitudes are also positive across cognitive, affective, and conative aspects, shown by the belief in the program's importance, feelings of happiness and pride despite concerns over sustainability due to funding and facility constraints, and willingness to support the program. Community participation, however, varies across stages: it is low in decision-making and tends to be passive in implementation, with cadres more consistent than parents. Nevertheless, the community perceives benefits such as increased knowledge, improved family communication, and strengthened moral-religious values, and is involved in informal evaluation that reveals shortcomings including limited facilities, funding, number of cadres, and social stigma. It is concluded that community perception and attitudes toward the BKR Program are generally positive, while participation remains suboptimal, particularly in decision-making and activity implementation. It is recommended that the community, especially parents, participate more actively across all program stages and increase fathers' involvement, which is still dominated by mothers. Future researchers are advised to expand the study area and employ quantitative or mixed-methods approaches to measure inter-variable relationships more precisely.
