Penerapan layanan pengaduan korupsi berbasis e-government di inspektorat aceh bertujuan meningkatkan efektivitas pengawasan dan melindungi kerahasiaan pelapor. namun, pemanfaatannya belum optimal karena jumlah laporan masih rendah dan banyak pengaduan belum memenuhi persyaratan. oleh karena itu, diperlukan peningkatan pemahaman pelapor, kepercayaan terhadap keamanan sistem, dan pengelolaan wbs. penelitian ini bertujuan untuk mengkaji optimalisasi penerapan whistleblowing system (wbs) berbasis e-government di inspektorat aceh serta mengidentifikasi kendala dan upaya meningkatkan perlindungan pelapor dan efektivitas layanan pengaduan. penelitian ini menggunakan teori e-government dari harvard jfk school of government dengan tiga indikator, yaitu support (dukungan), capacity (kapasitas), dan value (nilai). metode penelitian ini menggunakan pendekatan kualitatif deskriptif, dengan teknik pengumpulan data observasi, wawancara, dan dokumentasi kepada informan yang dipilih melalui teknik purposive sampling. hasil penelitian menunjukkan bahwa penerapan sistem layanan pengaduan korupsi berbasis e-government melalui whistleblowing system (wbs) di inspektorat aceh belum optimal. meskipun sistem telah memfasilitasi pengawasan internal, evaluasi risiko (pkpt), dan dilengkapi fitur enkripsi kerahasiaan, pelaksanaannya masih terhambat oleh berbagai kendala. hambatan utama meliputi tingginya laporan spam dan tidak relevan, keterbatasan anggaran sosialisasi, gangguan teknis jaringan, serta masih adanya keraguan dari aparatur sipil negara (asn) maupun masyarakat terkait jaminan keamanan identitas. untuk mencapai tingkat optimal, keberhasilan whistleblowing system (wbs) sangat menuntut adanya perluasan edukasi publik yang masif, perbaikan infrastruktur layanan, dan konsistensi penguatan keamanan sistem guna menumbuhkan kepercayaan pelapor.

The implementation of an e-government-based corruption complaint service at the Aceh Inspectorate aims to improve the effectiveness of supervision and protect the confidentiality of whistleblowers. However, its utilization has not been optimal because the number of reports remains low and many complaints do not meet the requirements. Therefore, it is necessary to improve reporters' understanding, trust in system security, and WBS management. This study aims to examine the optimization of the implementation of an e-government-based Whistleblowing System (WBS) at the Aceh Inspectorate and identify obstacles and efforts to improve whistleblower protection and the effectiveness of the complaint service. This study uses e-government theory from the Harvard JFK School of Government with three indicators: support, capacity, and value. This research method uses a descriptive qualitative approach, with data collection techniques of observation, interviews, and documentation from informants selected through a purposive sampling technique. The results show that the implementation of the e-government-based corruption complaint service system through the Whistleblowing System (WBS) at the Aceh Inspectorate is not optimal. Although the system has facilitated internal supervision, risk evaluation (PKPT), and is equipped with confidentiality encryption features, its implementation is still hampered by various obstacles. Major obstacles include high levels of spam and irrelevant reports, limited budget for outreach, technical network disruptions, and lingering doubts among Civil Servants (ASN) and the public regarding identity security guarantees. In conclusion, to achieve optimal levels, the success of the Whistleblowing System (WBS) requires extensive public education, improvements to service infrastructure, and consistent strengthening of system security to foster whistleblower confidence.
