Abstrak demokrasi memberikan kesempatan kepada masyarakat untuk berpartisipasi dalam menentukan pemimpin melalui pemilihan kepala daerah. tingkat partisipasi pemilih merupakan salah satu indikator keberhasilan demokrasi. pada pilkada kabupaten aceh timur tahun 2024 masih terdapat 100.634 pemilih atau 33,72% dari total daftar pemilih tetap (dpt) sebanyak 298.425 pemilih yang tidak menggunakan hak pilih (golput). hal ini menunjukkan bahwa partisipasi pemilih masih belum optimal. penelitian ini bertujuan untuk menganalisis kinerja komisi independen pemilihan (kip) aceh timur dalam mengurangi angka golput pada pilkada tahun 2024 serta mengidentifikasi tantangan yang dihadapi dalam meningkatkan partisipasi pemilih. penelitian ini menggunakan teori kinerja agus dwiyanto yang terdiri atas indikator produktivitas, kualitas layanan, responsivitas, responsibilitas, dan akuntabilitas. metode penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan deskriptif. hasil penelitian menunjukkan bahwa kinerja kip aceh timur dalam mengurangi angka golput secara umum telah berjalan cukup baik, namun belum optimal. upaya sosialisasi, pendidikan pemilih, dan penyebaran informasi telah dilaksanakan, tetapi masih menghadapi berbagai tantangan berupa rendahnya kesadaran politik masyarakat, rendahnya minat sebagian generasi muda terhadap politik, kesibukan masyarakat dalam bekerja, keterbatasan jangkauan sosialisasi akibat kondisi geografis, serta keterbatasan anggaran. berbagai kendala tersebut menyebabkan upaya peningkatan partisipasi pemilih belum sepenuhnya mencapai hasil yang diharapkan. oleh karena itu, diperlukan penguatan pendidikan politik yang berkelanjutan, peningkatan strategi sosialisasi yang lebih inovatif, serta kolaborasi dengan berbagai pihak agar partisipasi pemilih pada pilkada mendatang dapat meningkat. kata kunci: kinerja, partisipasi politik, golongan putih, pemilihan kepala daerah, komisi independen pemilihan.

Abstract Democracy provides opportunities for the community to participate in determining leaders through the election of regional heads. The level of voter participation is one of the indicators of democratic success. In the 2024 East Aceh Regency Election, there are still 100,634 voters or 33.72% of the total Permanent Voter List (DPT) of 298,425 voters who do not exercise their voting rights (golput). This shows that voter participation is still not optimal. This study aims to analyze the performance of the East Aceh Independent Election Commission (KIP) in reducing the number of golput in the 2024 Regional Elections and identify the challenges faced in increasing voter participation. This research uses Agus Dwiyanto's performance theory which consists of indicators of productivity, service quality, responsiveness, responsibility, and accountability. The research method used is qualitative research with a descriptive approach. The results of the study show that the performance of KIP East Aceh in reducing the number of golput in general has gone quite well, but it is not optimal. Efforts to socialize, educate voters, and disseminate information have been carried out, but they still face various challenges in the form of low public political awareness, low interest of some young generations in politics, people's busyness in work, limited reach of socialization due to geographical conditions, and budget limitations. These various obstacles have caused efforts to increase voter participation to not fully achieve the expected results. Therefore, it is necessary to strengthen sustainable political education, improve more innovative socialization strategies, and collaborate with various parties so that voter participation in the upcoming elections can increase.
