NADIATURRAHMI, ANALISIS PENGETAHUAN PETANI MENGHADAPI MODERNISASI JARINGAN IRIGASI DI SALURAN SEKUNDER BLANG BINTANG MENGGUNAKAN METODE FUZZY TOPSIS. Banda Aceh Fakultas Pertanian,2026

Penelitian dilakukan di saluran sekunder blang bintang (ssbb), kecamatan blang bintang, kabupaten aceh besar, provinsi aceh, yang melayani areal seluas 5.256 hektar di tujuh kecamatan. data diperoleh melalui observasi lapangan, wawancara, dan penyebaran kuesioner indeks kinerja modernisasi irigasi (ikmi) kepada 30 petani anggota perkumpulan petani pemakai air (p3a) yang ditentukan menggunakan metode proportional random sampling berdasarkan rumus slovin. analisis dilakukan menggunakan metode fuzzy technique for order preference by similarity to ideal solution (fuzzy topsis) untuk mengukur tingkat kesenjangan pengetahuan petani terhadap lima pilar modernisasi irigasi, yaitu ketersediaan air, prasarana dan infrastruktur irigasi, pengelolaan irigasi, institusi irigasi, dan sumber daya manusia. hasil penelitian menunjukkan bahwa kelima pilar modernisasi irigasi di ssbb memiliki tingkat kesenjangan pengetahuan yang relatif seragam, dengan nilai gap berkisar antara 29,34% pada pilar pengelolaan irigasi hingga 32,16% pada pilar institusi irigasi. berdasarkan nilai gap bobot, pilar prasarana dan infrastruktur irigasi menempati prioritas penanganan tertinggi dengan nilai 0,381, disusul pilar institusi irigasi dengan nilai 0,322, sedangkan pilar ketersediaan air, pengelolaan irigasi, dan sumber daya manusia berada pada prioritas berikutnya. hasil analisis fuzzy topsis pada tingkat individu menunjukkan sebaran tingkat pengetahuan petani yang lebih timpang, dengan 40,0% responden berada pada kategori sedang, sementara 36,6% responden lainnya berada pada kategori rendah dan sangat rendah. penanganan kesenjangan pengetahuan petani di ssbb sebaiknya diarahkan terlebih dahulu pada penguatan pemahaman terkait prasarana dan infrastruktur irigasi serta institusi irigasi, mengingat kedua pilar tersebut memiliki kontribusi terbesar terhadap keberhasilan modernisasi irigasi secara keseluruhan.



Abstract

The research was conducted at the Blang Bintang Secondary Canal (SSBB), Blang Bintang Sub-district, Aceh Besar District, Aceh Province, which serves an area of 5,256 hectares across seven sub-districts. Data were obtained through field observation, interviews, and the distribution of Irrigation Modernization Performance Index (IKMI) questionnaires to 30 farmers who were members of the Water Users Farmer Association (P3A), selected using the proportional random sampling method based on the Slovin formula. The analysis was carried out using the Fuzzy Technique for Order Preference by Similarity to Ideal Solution (Fuzzy TOPSIS) method to measure the level of farmers' knowledge gap regarding the five pillars of irrigation modernization, namely water availability, irrigation infrastructure and facilities, irrigation management, irrigation institutions, and human resources. The results showed that the five pillars of irrigation modernization at SSBB had relatively uniform levels of knowledge gap, with Gap values ranging from 29.34% for the Irrigation Management pillar to 32.16% for the Irrigation Institution pillar. Based on the Weighted Gap values, the Irrigation Infrastructure and Facilities pillar occupied the highest handling priority with a value of 0.381, followed by the Irrigation Institution pillar with a value of 0.322, while the Water Availability, Irrigation Management, and Human Resources pillars were at subsequent priority levels. The Fuzzy TOPSIS analysis at the individual level showed a more uneven distribution of farmers' knowledge levels, with 40.0% of respondents falling into the moderate category, while 36.6% of other respondents fell into the low and very low categories. Efforts to address farmers' knowledge gaps at SSBB should first be directed toward strengthening understanding of Irrigation Infrastructure and Facilities as well as Irrigation Institutions, given that these two pillars contribute the most to the overall success of irrigation modernization.
