Hutan adat mukim paloh merupakan kawasan hutan adat yang memperoleh pengakuan resmi pada tahun 2023 dan memiliki fungsi ekologis, sosial, serta ekonomi bagi masyarakat. keberhasilan konservasi kawasan ini dipengaruhi oleh tingkat partisipasi masyarakat dalam pengelolaannya. penelitian ini bertujuan untuk menganalisis pemanfaatan lahan di sekitar hutan adat mukim paloh melalui analisis buffer zone, menganalisis tingkat partisipasi masyarakat dalam konservasi hutan adat, serta merumuskan strategi peningkatan partisipasi masyarakat. penelitian menggunakan pendekatan mixed methods dengan metode kuantitatif dan kualitatif. data diperoleh melalui observasi, wawancara, kuesioner, dan studi dokumentasi. responden berjumlah 100 orang yang dipilih menggunakan teknik purposive sampling, sedangkan informan terdiri atas enam key informant. analisis yang digunakan meliputi analisis buffer zone, analisis deskriptif, teori tangga partisipasi arnstein, dan analisis swot. hasil penelitian menunjukkan bahwa pemanfaatan lahan di sekitar hutan adat mukim paloh didominasi oleh kawasan hutan dan perkebunan. analisis buffer zone membagi kawasan menjadi zona inti (0–100 m), zona penyangga (100–500 m), dan zona pemanfaatan (500–1.000 m). tingkat partisipasi masyarakat umumnya berada pada kategori sangat rendah hingga rendah, dengan partisipasi tertinggi pada tahap pengambilan manfaat. berdasarkan teori arnstein, tingkat partisipasi masyarakat berada pada tingkat consultation, yang menunjukkan bahwa masyarakat telah diberi kesempatan untuk berpartisipasi, namun pengaruhnya dalam pengambilan keputusan masih terbatas. strategi yang dirumuskan melalui analisis swot meliputi penguatan kelembagaan adat, peningkatan kapasitas masyarakat, penguatan penerapan aturan adat, serta peningkatan koordinasi dan monitoring partisipatif guna mendukung pengelolaan hutan adat mukim paloh yang berkelanjutan. kata kunci: hutan adat, konservasi hutan, partisipasi masyarakat, pemanfaatan lahan

The Mukim Paloh Customary Forest is a customary forest area officially recognized in 2023 and serves ecological, social, and economic functions for the community. The success of this area's conservation is influenced by the level of community participation in its management. This study aims to analyze land use around the Mukim Paloh Customary Forest through buffer zone analysis, analyze the level of community participation in customary forest conservation, and formulate strategies to increase community participation. The study employed a mixed methods approach with quantitative and qualitative methods. Data were obtained through observation, interviews, questionnaires, and documentation studies. A total of 100 respondents were selected using purposive sampling, while six key informants were selected. The analyses included buffer zone analysis, descriptive analysis, Arnstein's ladder of participation theory, and a SWOT analysis. The results show that land use around the Mukim Paloh Customary Forest is dominated by forest and plantation areas. The buffer zone analysis divided the area into a core zone (0–100 m), a buffer zone (100–500 m), and a utilization zone (500–1,000 m). The level of community participation is generally in the very low to low category, with the highest participation at the benefit-taking stage. Based on Arnstein's theory, the level of community participation is at the consultation stage, indicating that the community has been given the opportunity to participate, but their influence in decision-making is still limited. The strategies formulated through the SWOT analysis include strengthening customary institutions, increasing community capacity, strengthening the implementation of customary rules, and improving coordination and participatory monitoring to support the sustainable management of the Mukim Paloh Customary Forest.
