Kepemimpinan perempuan di tingkat gampong masih menjadi isu yang menarik untuk dikaji di tengah masyarakat aceh yang kental dengan nilai-nilai adat dan syariat islam. terpilihnya seorang perempuan sebagai keuchik gampong kuta alam menjadi fenomena menarik untuk melihat bagaimana masyarakat memaknai kepemimpinan tersebut dalam perspektif kesetaraan gender. penelitian ini bertujuan untuk (1) menganalisis persepsi masyarakat terhadap kepemimpinan perempuan di gampong kuta alam dalam perspektif kesetaraan gender, dan (2) mengidentifikasi implementasi kepemimpinan perempuan di gampong kuta alam dalam perspektif kesetaraan gender. penelitian ini menggunakan pendekatan kualitatif deskriptif. data dikumpulkan melalui wawancara mendalam terhadap delapan informan yang dipilih menggunakan teknik purposive sampling, terdiri dari tiga tokoh masyarakat dan lima warga gampong kuta alam. analisis data dilakukan menggunakan model miles dan huberman. hasil penelitian menunjukkan bahwa (1) persepsi masyarakat secara umum positif, pemimpin perempuan dinilai unggul dalam ketelitian dan tanggung jawab, serta kemampuan memimpin dinilai berdasarkan kepribadian dan kinerja, bukan jenis kelamin, meskipun sekitar 30% warga masih ragu akibat pengaruh pandangan tradisional, dan (2) implementasi kepemimpinan perempuan berjalan baik, ditandai oleh keadilan, transparansi, serta ketepatan waktu dalam bertugas, pengambilan keputusan dilakukan secara musyawarah yang melibatkan seluruh elemen masyarakat, dan penerapan kesetaraan gender tercermin dari revitalisasi program pkk, sementara hambatan yang bersifat kultural-keagamaan berhasil disiasati melalui pendelegasian tugas. berdasarkan hasil penelitian, dapat disimpulkan bahwa persepsi masyarakat terhadap kepemimpinan perempuan cenderung positif meskipun pemahaman kesetaraan gender belum sepenuhnya merata, dan implementasi kepemimpinan perempuan di gampong kuta alam telah mencerminkan prinsip kesetaraan gender secara nyata dalam tata kelola pemerintahan desa. saran yang direkomendasikan adalah pemerintah gampong disarankan mempertahankan musyawarah yang inklusif dan mengembangkan program pemberdayaan perempuan secara berkelanjutan, masyarakat diharapkan menggeser penilaian pemimpin dari faktor gender menuju penilaian berbasis kapasitas dan kinerja, serta peneliti selanjutnya disarankan memperluas cakupan wilayah dan menggunakan pendekatan mixed methods. kata kunci: kepemimpinan perempuan, kesetaraan gender, gampong kuta alam.



Abstract

Women’s leadership at the village (gampong) level remains an interesting issue to study within Acehnese society, which strongly upholds customary values and Islamic law. The election of a woman as Keuchik (village head) of Gampong Kuta Alam presents an interesting phenomenon for examining how the community interprets such leadership from the perspective of gender equality. This study aims to (1) Analyze community perceptions of women’s leadership in Gampong Kuta Alam from the perspective of gender equality, and (2) Identify the implementation of women’s leadership in Gampong Kuta Alam from the perspective of gender equality. This study used a descriptive qualitative approach. Data were collected through in-depth interviews with eight informants selected using purposive sampling, consisting of three community leaders and five residents of Gampong Kuta Alam. Data were analyzed using the Miles and Huberman model. The results show that (1) Community perceptions are generally positive, with the female leader regarded as thorough and responsible, and leadership ability judged by personality and performance rather than gender, although approximately 30% of residents remain doubtful due to traditional views, and (2) The implementation of women’s leadership has run well, marked by fairness, transparency, and punctuality in carrying out duties, with decisions made through inclusive deliberation (musyawarah) involving all community elements, while the application of gender equality is reflected in the revitalization of the PKK (Family Welfare Empowerment) program; cultural-religious barriers were successfully managed through task delegation. Based on these findings, it can be concluded that community perceptions of women’s leadership tend to be positive, although understanding of gender equality is not yet fully even, and that the implementation of women’s leadership in Gampong Kuta Alam has genuinely reflected the principle of gender equality in village governance. It is recommended that the village government maintain inclusive deliberation and sustainably develop women’s empowerment programs, that the community shift its assessment of leaders from gender to capacity and performance, and that future researchers expand the study area and employ a mixed-methods approach.
