Logistik vaksin merupakan faktor krusial dalam mendukung keberhasilan program imunisasi. ketersediaan serta kualitas vaksin yang baik menjadi salah satu upaya dalam memajukan kesehatan masyarakat di berbagai wilayah. namun, karakteristik vaksin yang sensitif memerlukan penanganan rantai dingin khusus dalam menjaga kualitas vaksin. provinsi aceh menjadi salah satu wilayah yang menghadapi tantangan pada proses logistik vaksin. pendistribusian ke pulau-pulau terluar masih terkendala pada akses transportasi. selain itu, aceh sebagai wilayah rawan bencana dan pemadaman listrik juga menimbulkan risiko kerusakan vaksin. penelitian ini bertujuan untuk menganalisis pemetaan logistik vaksin serta memprioritaskan risiko guna menyusun strategi mitigasi risiko. penelitian ini menggunakan metode house of risk (hor) yang terdiri dari dua fase. pada hor fase 1 telah diidentifikasi 20 risk event dan 20 risk agent, diperoleh 2 penyebab risiko utama pada (a10) kekurangan tenaga kerja kesehatan yang terlatih dalam menangani distribusi vaksin dan (a12) monitoring dan evaluasi terhadap proses distribusi vaksin yang belum dilakukan secara rutin. pada hor fase 2 terpilih tiga preventive action berupa (pa 5) menetapkan jadwal monitoring dan evaluasi distribusi vaksin secara berkala, (pa 1) pengoptimalan kapasitas tenaga pengelola logistik dan program imunisasi dan (pa 2) menetapkan kualifikasi dan kompetensi bagi tenaga kesehatan. rekomendasi strategi mitigasi risiko yang dapat dilakukan berupa penerapan sistem monitoring secara terstruktur, pembagian tugas secara proporsional serta menetapkan standar kualifikasi.



Abstract

Vaccine logistics are a crucial factor in ensuring the success of immunization programs. The availability and high quality of vaccines are key to advancing public health across various regions. However, the sensitive nature of vaccines requires a specialized cold chain to maintain their quality. The province of Aceh is one region facing challenges in the vaccine logistics process. Distribution to outlying islands remains hampered by limited transportation access. Additionally, as a disaster-prone region with frequent power outages, Aceh also faces the risk of vaccine damage. This study aims to analyze vaccine logistics mapping and prioritize risks to develop risk mitigation strategies. This study employs the House of Risk (HOR) method, which consists of two phases. In HOR Phase 1, 20 risk events and 20 risk agents were identified, yielding two primary risk causes: (A10) a shortage of trained healthcare personnel to manage vaccine distribution and (A12) the lack of routine monitoring and evaluation of the vaccine distribution process. In Phase 2 of the HOR, three preventive actions were selected based on the highest scores: (PA 5) establishing a schedule for periodic monitoring and evaluation of vaccine distribution; (PA 1) optimizing the capacity of logistics management and immunization program staff; and (PA 2) establishing qualifications and competencies for healthcare workers. Recommended risk mitigation strategies include implementing a structured monitoring system, assigning tasks proportionally, and establishing qualification standards.
