Standar pelayanan minimal (spm) pendidikan merupakan instrumen strategis dalam memastikan keterjangkauan layanan, peningkatan kualitas, serta pemerataan pendidikan bagi seluruh peserta didik. kajian ini diarahkan untuk menelaah bagaimana praktik manajerial spm pendidikan diterapkan dalam mendukung terciptanya pembelajaran yang efektif pada jenjang smp di kecamatan trumon timur, kabupaten aceh selatan. studi ini menerapkan pendekatan kualitatif dengan desain deskriptif, melibatkan kepala sekolah serta guru dari dua satuan pendidikan, yakni smp negeri 2 dan smp negeri 4 trumon timur. data dihimpun melalui kegiatan observasi lapangan, wawancara mendalam, serta penelaahan dokumen, kemudian dianalisis dengan tahap reduksi data, penyusunan penyajian data, serta formulasi kesimpulan. temuan penelitian mengungkapkan bahwa tahap perencanaan manajemen spm di kedua sekolah telah dilaksanakan secara kolaboratif melalui forum musyawarah yang melibatkan kepala sekolah, tenaga pendidik, serta komite sekolah, dengan penekanan pada pemenuhan indikator spm seperti ketersediaan sarana dan prasarana, kapasitas profesional guru, serta tata kelola pembelajaran. implementasi manajemen spm ditunjukkan melalui penguatan fungsi supervisi, pengembangan kompetensi guru melalui kegiatan pelatihan, serta pemanfaatan media pembelajaran yang relevan dengan konteks peserta didik. namun demikian, masih terdapat kendala seperti keterbatasan fasilitas pembelajaran, jaringan internet, serta keterbatasan sumber belajar yang berdampak pada optimalisasi pembelajaran. faktor pendukung implementasi spm antara lain kepemimpinan kepala sekolah yang partisipatif, semangat kolaboratif guru, dan dukungan komite sekolah. sebaliknya, faktor penghambat mencakup minimnya sarana pendidikan, keterbatasan dana operasional, dan ketimpangan distribusi tenaga pendidik. secara keseluruhan, manajemen spm pendidikan di smp kecamatan trumon timur telah berjalan cukup baik dan berkontribusi terhadap peningkatan efektivitas pembelajaran, meskipun masih diperlukan penguatan pada aspek perencanaan strategis, optimalisasi fasilitas, dan peningkatan profesionalisme guru agar mutu layanan pendidikan dapat meningkat secara berkelanjutan. kata kunci: manajemen, standar pelayanan minimal, pendidikan, pembelajaran efektif.



Abstract

Minimum Service Standards (MSS) in education constitute a crucial aspect in ensuring access, quality, and equity in educational services. This study aims to analyze the implementation of Minimum Service Standards for education management to achieve effective learning processes in state junior high schools (SMPN) in Trumon Timur Subdistrict, Aceh Selatan Regency. The research employed a qualitative approach using a descriptive method. The research subjects included school principals and teachers from two schools, namely SMPN 2 and SMPN 4 Trumon Timur. Data were collected through observation, interviews, and documentation, while data analysis was conducted through the stages of data reduction, data display, and conclusion drawing. The findings indicate that MSS management planning in both schools was conducted in a participatory manner through deliberations involving school principals, teaching staff, and school committees, with a focus on fulfilling MSS indicators, including facilities and infrastructure, teacher competence, and learning management. The implementation of MSS management emphasized supervision, enhancing teacher competence through training, and the use of contextual learning media. However, several constraints remain, including limited learning facilities, inadequate internet connectivity, and limited learning resources, which hinder the optimization of the learning process. Supporting factors for MSS implementation include participatory school leadership, teachers’ collaborative spirit, and support from school committees. Conversely, inhibiting factors comprise insufficient educational facilities, limited operational funding, and unequal distribution of teaching personnel. Overall, the management of education Minimum Service Standards in state junior high schools in Trumon Timur Subdistrict has been implemented relatively well, contributing to improved learning effectiveness. Nevertheless, further strengthening is required in strategic planning, facility optimization, and teacher professionalism to ensure sustainable improvement in educational service quality.
