Laju pertumbuhan penduduk di indonesia diperkirakan akan terus meningkat dari tahun ke tahun, hal ini juga berpengaruh pada peningkatan jumlah konsumsi daging di indonesia, tingginya konsumsi daging juga meningkatkan tingginya jumlah pemotongan ternak, hal ini dapat mengancam keberlanjutan populasi ternak, terutama terhadap ternak betina produktif yang akan menyebabkan penurunan populasi secara drastits. selain penurunan populasi, tingginya jumlah pemotongan ternak betina akan menghambat kemampuan peternak untuk memproduksi anak, susu dan daging secara berkelanjutan, hal ini tentu berimbas pada sektor ekonomi terkait, seperti industri pengolahan, perdagangan dan mata pencaharian peternak. berdasarkan lanjutan dari undang-undang nomor 41 tahun 2014 dan lampiran undang-undang nomor 23 tahun 2014 maka pemerintah aceh menyusun dan mengesahkan qanun nomor 3 tahun 2016 “pengendalian ternak sapi dan kerbau betina produktif”. pengendalian ternak sapi dan kerbau betina produktif dimaksudkan untuk memperkuat budi daya ternak melalui ketersediaan bibit ternak yang berkualitas secara mandiri dan berkelanjutan untuk meningkatkan kualitas sumber daya lokal. penelitian ini sudah dilaksanakan pada bulan januari-februari 2025 meliputi enam kecamatan di kabupaten aceh selatan yakni kecamatan labuhan haji barat, sawang, pasie raja, kluet utara, bakongan timur dan trumon. peternak yang menjadi responden ditetapkan melalui rumus slovin yaitu sebanyak 87 sampel yang diambil secara (purposive sampling). variabel yang diamati dalam penelitian adalah karakteristik peternak, jumlah pemotongan ternak, faktor yang mempengaruhi penjualan ternak, intensitas sosial qanun pengendalian sapi dan kerbau betina produktif dan pendapat responden mengenai pelarangan pemotongan sapi dan kerbau betina produktif. berdasarkan hasil penelitian menunjukkan bahwa karakteristik responden dapat dilihat pada tingkat pendidikan, usia dan pekerjaan utama. tingkat pendidikan responden yaitu tamatan (sd) 25,29%, (smp) 35,63%, (sma) 36,78%, (d3/s1) 2,30%, usia 40-50 tahun (34,48%), 62- 72 tahun (16,09%). pemahaman kelompok responden pada qanun yaitu 36,78% mengetahui mengenai qanun dan 69,02% responden tidak mengetahui qanun. sebelum disahkan qanun sebanyak 60,92% responden masih menjual dan memotong ternak produktif, setelah disahkan menurun menjadi 52,87%. faktor yang paling mempengaruhi pemotongan/penjualan yaitu ekonomi mendesak (50,77%) dan ternak cacat/sakit (23,08%). intensitas qanun dapat dilakukan melalui sosialisasi, sebanyak 32,18% responden pernah mendapat sosialisasi dan 67,82% responden tidak pernah mendapatkan sosialisasi. hal ini menunjukkan pemberlakuan qanun di kabupaten aceh selatan berdampak pada penurunan pemotongan ternak produktif tetapi harus selalu didukung oleh upaya pemerintah guna membantu dalam pengendalian pemotongan ternak sapi dan kerbau betina produktif.



Abstract

The rate of population growth in Indonesia is expected to continue to increase from year to year, this also affects the increase in the amount of meat consumption in Indonesia, The high consumption of meat also increases the high number of livestock slaughter, this can threaten the sustainability of livestock populations, especially for productive female livestock which will cause a drastic decline in population. In addition to population decline, the high number of slaughters of female livestock will hinder the ability of farmers to produce offspring, milk and meat sustainably, this certainly has an impact on related economic sectors, such as the processing industry, trade and farmers' livelihoods. Based on the continuation of Law Number 41 of 2014 and the attachment to Law Number 23 of 2014, the Aceh government drafted and ratified Qanun Number 3 of 2016 "Productive control of cattle and female buffaloes". Productive control of cattle and female buffalo is intended to strengthen livestock cultivation through the availability of quality livestock seeds independently and sustainably to improve the quality of local resources. This research has been carried out in January-February 2025 covering six sub-districts in South Aceh Regency, namely Labuhan Haji Barat, Sawang, Pasie Raja, North Kluet, East Bakongan and Trumon Districts. Farmers who became respondents were determined through the slovin formula, which was 87 samples taken by purposive sampling. The variables observed in the study were the characteristics of the breeders, the number of livestock slaughters, factors affecting the sale of livestock, the social intensity of the qanun of the control of productive cows and buffaloes and the respondents' opinions regarding the prohibition of slaughtering productive cows and buffaloes. Based on the results of the study, it was shown that the characteristics of the respondents could be seen at the level of education, age and main occupation. The education level of the respondents was 25.29%, (junior high) 35.63%, (high school) 36.78%, (D3/S1) 2.30%, age 40-50 years (34.48%), 62- 72 years (16.09%). The understanding of the respondent group on qanun is that 36.78% know about qanun and 69.02% of respondents do not know qanun. Before the ratification of the qanun, as many as 60.92% of respondents were still selling and cutting productive livestock, after it was ratified, it decreased to 52.87%. The factors that most affect slaughter/sales are urgent economy (50.77%) and defective/sick livestock (23.08%). The intensity of qanun can be done through socialization, as many as 32.18% of respondents have received socialization and 67.82% of respondents have never received socialization. This shows that the implementation of Qanun in South Aceh Regency has an impact on reducing the slaughter of productive cattle but must always be supported by government efforts to help control the slaughter of productive cows and female buffaloes.
