Program kartu tani merupakan sebuah program permentan yang bertujuan untuk meningkatkan transparansi dan akuntabilitas dalam proses penyediaan pupuk bersubsidi kepada petani atau kelompok tani. mengingat program kartu tani yang masih tergolong baru dan sosialisasinya belum merata, persepsi petani terhadap program pemerintah sangat berpengaruh pada tingkat keberhasilan program itu sendiri dan program ini juga masih diperdebatkan apakah telah efektif dilaksanakan pada berbagai tempat. tujuan dari penelitian ini untuk mengetahui persepsi petani terhadap pelaksanaan program kartu tani dan untuk mengetahui efektivitas pelaksanaan program kartu tani di kecamatan indrapuri. penelitian ini dilakukan di kecamatan indrapuri, tepatnya di desa aneuk glee dan desa cot kareung. lokasi penelitian dipilih secara sengaja (purposive) dengan pertimbangan bahwa desa aneuk glee dan desa cot kareung memiliki jumlah petani terbanyak dan telah melakukan aktivasi kartu tani. penelitian ini dilaksanakan pada bulan januari 2025. penentuan sampel dilakukan dengan cara mengambil 20% dari jumlah populasi dengan jumlah sampel untuk penelitian ini adalah 88 responden. jenis data yang digunakan dalam penelitian ini adalah data primer dan data sekunder, yang dianalisis melalui pendekatan deskriptif. hasil penelitian menunjukkan bahwa persepsi petani terhadap pelaksanaan program kartu tani di kecamatan indrapuri mendapatkan nilai sebesar 3,82 dengan kategori mendukung. hal ini menunjukkan, para petani memiliki asumsi pandangan positif terhadap program kartu tani. petani berasumsi program ini telah membantu dalam pemenuhan kebutuhan produksi pertanian, mempermudah akses terhadap pupuk bersubsidi, serta memberikan manfaat dalam penghematan biaya penebusan pupuk. efektivitas pelaksanaan program kartu tani di kecamatan indrapuri mendapatkan nilai sebesar 3,39 yang termasuk kedalam kategori cukup efektif. hal ini terjadi karena pelaksanaan di lapangan belum konsisten dan merata, sehingga program kartu tani belum dilaksanakan secara maksimal.

The Kartu Tani Program is a Ministry of Agriculture program aimed at increasing transparency and accountability in the process of providing subsidized fertilizer to farmers or farmer groups. Considering that the farmer card program is still relatively new and its socialization has not been widespread, farmers' perceptions of the government program greatly influence the program's success rate. This program is also still debated regarding its effectiveness in various locations. The purpose of this research is to understand farmers' perceptions of the implementation of the farmer card program and to determine the effectiveness of the farmer card program's implementation in Indrapuri District. This research was conducted in the Indrapuri District, specifically in the villages of Aneuk Glee and Cot Kareung. The research locations were deliberately chosen with the consideration that the villages of Aneuk Glee and Cot Kareung have the highest number of farmers and have activated the farmer card. This research was conducted in January 2025. The determination of the sample was carried out by taking 20% of the total population, resulting in a sample size of 88 respondents for this study. The types of data used in this research are primary data and secondary data, which are analyzed through a descriptive approach. The research results show that farmers' perceptions of the implementation of the farmer card program in Indrapuri District received a score of 3.82, categorized as supportive. This indicates that farmers have a positive perception of the farmer card program. Farmers assume that this program has helped in meeting agricultural production needs, facilitated access to subsidized fertilizers, and provided benefits in saving fertilizer redemption costs. The effectiveness of the implementation of the farmer card program in Indrapuri District received a score of 3.39, which falls into the fairly effective category. This happened because the implementation in the field has not been consistent and evenly distributed, so the farmer card program has not been maximally executed.
