Rumah merupakan kebutuhan dasar manusia yang harus dipenuhi untuk menjamin kehidupan yang layak, aman, dan sehat. namun, masih banyak masyarakat yang tinggal di rumah tidak layak huni (rtlh) yang tidak memenuhi standar keselamatan dan kenyamanan. pemerintah melalui kementerian pekerjaan umum dan perumahan rakyat (pupr) menjalankan program bantuan stimulan perumahan swadaya (bsps) dengan memberikan bantuan sebesar rp50.000.000 per unit rumah kepada masyarakat berpenghasilan rendah untuk memperbaiki rumah mereka agar menjadi lebih layak huni. penelitian ini dilakukan untuk menganalisis kesesuaian dana bantuan tersebut terhadap kebutuhan biaya perbaikan rumah pada komponen utama bangunan, yaitu dinding, atap, pintu-jendela, plafon, serta pekerjaan pelengkap lainnya seperti pengecatan dan lisplank. penelitian dilakukan pada salah satu unit rumah penerima bantuan program rtlh yang berlokasi di gampong deah raya, kecamatan syiah kuala, kota banda aceh. metode yang digunakan adalah deskriptif kuantitatif, dengan teknik pengumpulan data melalui observasi lapangan serta analisis dokumen gambar teknis dan rencana anggaran biaya (rab). penelitian ini berfokus pada perhitungan volume pekerjaan dan biaya berdasarkan analisis harga satuan pekerjaan (ahsp), yang kemudian dibandingkan dengan jumlah dana bantuan yang tersedia. hasil penelitian menunjukkan bahwa total kebutuhan biaya untuk pekerjaan perbaikan pada rumah tersebut melebihi dana bantuan rp50.000.000. salah satu faktor yang mempengaruhi adalah harga satuan material dan volume pekerjaan yang cukup besar pada beberapa komponen utama, terutama atap dan dinding. oleh karena itu, diperlukan kontribusi swadaya dari masyarakat dalam bentuk dana tambahan maupun tenaga kerja agar perbaikan rumah dapat dilaksanakan secara optimal. penelitian ini diharapkan dapat menjadi acuan bagi pemerintah dalam menyusun kebijakan dan perencanaan anggaran yang lebih tepat sasaran dalam pelaksanaan program rtlh di masa mendatang.

ABSTRAK Housing is a basic human need that must be met to ensure a decent, safe, and healthy life. However, there are still many people who live in uninhabitable houses (RTLH) that do not meet safety and comfort standards. The government through the Ministry of Public Works and Public Housing (PUPR) runs the Self-Help Housing Stimulant Assistance (BSPS) program by providing assistance of IDR 50,000,000 per housing unit to low-income people to improve their homes to become more livable. This study was conducted to analyze the suitability of the assistance funds to the needs of house repair costs on the main components of the building, namely walls, roofs, doors, ceilings, and other complementary works such as painting and lisboard. The research was conducted on one of the housing units of RTLH program recipients located in Gampong Deah Raya, Syiah Kuala District, Banda Aceh City. The method used is quantitative descriptive, with data collection techniques through field observation as well as analysis of technical drawing documents and Cost Budget Plans (RAB). This study focuses on the calculation of work volume and costs based on the Unit Price Analysis (AHSP), which is then compared with the amount of assistance funds available. The results of the study showed that the total cost requirements for repair work on the house exceeded the assistance fund of IDR 50,000,000. One of the influencing factors is the unit price of materials and the considerable volume of work on several main components, especially the roof and walls. Therefore, self-help contributions from the community are needed in the form of additional funds and labor so that house repairs can be carried out optimally. This research is expected to be a reference for the government in formulating policies and budget planning that are more targeted in the implementation of the RTLH program in the future.
