Prarancangan pabrik pulp dan kertas menggunakan bahan baku tandan kosong kelapa sawit (tkks). proses pemasakan menggunakan drum chipper, proses pemasakan menggunakan asam asetat, proses bleaching menggunakan natrium hipoklorit (naocl) dengan alat rotary vacumm filter, post treatment menggunakan alat rotary dryer. kapasitas produksi pabrik pulp dan kertas adalah 100.000 ton/tahun dengan hari kerja 330 hari/tahun dan waktu 24 jam/hari. pabrik ini direncanakan dibangun di kecamatan pagar merbau, kabupaten deli serdang, sumatera utara, indonesia dengan luas area pabrik 16.304 m2. bentuk perusahaan yang direncanakan adalah perseroan terbatas (pt) dengan menggunakan struktur organisasi lini dan staff dengan tenaga kerja sebanyak 123 orang. kebutuhan air dan kebutuhan listrik untuk pabrik berasal dari kawasan deli serdang dimana kebutuhan air sebesar 1.071.481,82 kg/jam dan kebutuhan daya listrik sebesar 1.338,05 kw/jam. hasil analisa ekonomi diperoleh sebagai berikut: 1. fixed capital investment (fci) = rp. 1.748.326.973,377 2. working capital investment (wci) = rp. 308.528.289.419 3. total capital investment (tci) = rp. 2.056.855.262.797 4. total production cost (tpc) = rp. 16.130.668.276.670 5. sales cost (sc) = rp. 16.963.267.345.015 6. laba bersih = rp. 624.449.301.237 7. pay out time (pot) = 2,9 tahun 8. break event point (bep) = 38,6 % 9. internal rate of return (irr) = 20,75 % berdasarkan studi kelayakan teknis dan ekonomis diatas, maka dapat disimpulkan bahwa prarancangan pabrik ini layak untuk dilanjutkan ke tahap rancangan.

Abstract
Preliminary Design of Pulp and Paper Mill using empty oil palm bunches (TKKS) as raw material. The cooking process uses a drum chipper, the cooking process uses acetic acid, the bleaching process uses sodium hypochlorite (NaOCl) with a rotary vacuum filter, post-treatment uses a rotary dryer. The production capacity of the pulp and paper mill is 100,000 tons/year with 330 working days/year and 24 hours/day. This factory is planned to be built in Pagar Merbau sub-district, Deli Serdang Regency, North Sumatra, Indonesia with a factory area of 16,304 m2. The planned company form is a Limited Liability Company (PT) using a line and staff organizational structure with a workforce of 123 people. The water and electricity needs for the factory come from the Deli Serdang area where the water requirement is 1,071,481.82 kg/hour and the electricity requirement is 1,338.05 kW/hour. The economic analysis shows the following results: Fixed Capital Investment (FCI) = Rp. 1.748.326.973,377 Working Capital Investment (WCI) = Rp. 308.528.289.419 Total Capital Investment (TCI) = Rp. 2,643,680,380,701 Total Production Cost (TPC) = Rp. 16.130.668.276.670 Sales (SC) = Rp. 16.963.267.345.015 Net Profit = Rp. 624.449.301.237 Payout Time (POT) = 2,9 years Break-Even Point (BEP) = 38,6% Internal Rate of Return (IRR) = 20,75% Based on the technical and economic feasibility study, it can be concluded that this bioethanol plant project is feasible and can proceed to the detailed design phase.
