Kawasan industri aceh (kia) ladong merupakan strategi pemerintah aceh untuk mendorong pertumbuhan ekonomi melalui industrialisasi, namun pengembangannya belum optimal. penelitian ini bertujuan mengidentifikasi faktor penghambat fisik dan non-fisik serta merumuskan strategi pengembangan kia ladong. metode penelitian ini menggunakan pendekatan deskriptif kualitatif digunakan dengan teknik pengumpulan data melalui observasi lapangan, wawancara dengan pemangku kepentingan dan kajian literatur. data yang dikumpulkan dianalisis dengan analisis konten menggunakan software nvivo 12 untuk mengelompokkan tema-tema utama faktor penghambat dan strategi pengembangan kia ladong. hasil penelitian menunjukkan faktor fisik penghambat pengembangan kia ladong meliputi keterbatasan infrastruktur dasar seperti jalan, listrik, air bersih, dan pengelolaan limbah dan faktor non fisik meliputi lemahnya koordinasi kelembagaan dalam pengelolaan kawasan industri, masalah kesiapan lahan dan pembebasan lahan yang baru mencapai 71,39 ha dari total perencanaan sebesar 250 ha, rendahnya investasi dan ketergantungan kepada apbd, minimnya inovasi teknologi, dan kurangnya partisipasi masyarakat. berdasarkan analisis swot, strategi pengembangan mencakup penyediaan infrastruktur dasar di kawasan industri, reformasi tata kelola, insentif investasi, pengelolaan lingkungan berkelanjutan, dan kolaborasi multi pihak. kebijakan utama yang direkomendasikan adalah percepatan pembangunan infrastruktur dasar yang terintegrasi seperti jaringan listrik permanen, ipal, air bersih, dan jalan terkoneksi pelabuhan serta tol sigli–banda aceh. hal ini dikarenakan infrastruktur merupakan fondasi operasional kawasan, menarik investasi, memastikan keberlanjutan lingkungan, dan meningkatkan efisiensi logistik sesuai teori lokasi industri, sehingga mewujudkan kawasan industri yang produktif, inklusif, dan berdaya saing.



Abstract

Aceh Industrial Area (KIA) Ladong represents a strategic initiative by the Aceh Government to stimulate economic growth through industrialization; however, its development has yet to reach its full potential. This study aims to identify both physical and non-physical barriers to the development of KIA Ladong and to formulate effective strategies for its advancement. Employing a descriptive qualitative approach, data were collected through field observations, interviews with key stakeholders, and a review of relevant literature. The collected data were analyzed using content analysis facilitated by NVivo 12 software to categorize the primary themes related to barriers and development strategies for KIA Ladong. The findings reveal that physical barriers to KIA Ladong’s development include inadequate basic infrastructure, such as roads, electricity, clean water supply, and waste management systems. Non-physical barriers encompass weak institutional coordination in managing the industrial area, issues related to land readiness and acquisition (with only 71.39 hectares secured out of the planned 250 hectares), low investment levels, heavy reliance on regional budgets (APBD), limited technological innovation, and insufficient community participation. Based on a SWOT analysis, the proposed development strategies include the provision of essential infrastructure, governance reforms, investment incentives, sustainable environmental management, and multi-stakeholder collaboration. The primary policy recommendation emphasizes the accelerated development of integrated infrastructure, including a permanent electricity network, wastewater treatment facilities, clean water supply, and road connectivity to the port and the Sigli–Banda Aceh toll road. This recommendation is grounded in the critical role of infrastructure as the operational foundation of the industrial area, which is essential for attracting investment, ensuring environmental sustainability, and enhancing logistical efficiency, in alignment with industrial location theory. These measures aim to establish KIA Ladong as a productive, inclusive, and competitive industrial hub.
