kajian implementasi konstruksi berkelanjutan pada proyek perumahan oleh: mawaddah noer nim. 2304201010016 komisi pembimbing: 1. dr. cut zukhrina oktaviani, s.t., m.t 2. dr. ir. mubarak, s.t., m.t abstrak seiring meningkatnya isu pemanasan global dan perubahan iklim, industri konstruksi perlu beralih ke praktik berkelanjutan. pemerintah indonesia telah menerbitkan peraturan menteri pekerjaan umum dan perumahan rakyat (permen pupr) no. 9 tahun 2021 tentang pedoman penyelenggaraan konstruksi berkelanjutan dan permen pupr no. 21 tahun 2021 tentang penilaian kinerja bangunan gedung hijau. menurut data green building council indonesia (gbci) dan kementerian pupr, hingga kini belum ada pengembang atau kontraktor perumahan di aceh yang bersertifikat “kontraktor hijau”, menandakan belum adanya evaluasi implementasi konstruksi berkelanjutan pada sektor ini. penelitian ini berfokus pada identifikasi faktor-faktor yang mempengaruhi, capaian implementasi, serta hambatan dalam penerapan konstruksi berkelanjutan pada proyek perumahan di banda aceh dan aceh besar. kuesioner disusun berbasis model assessment green construction (magc) dan dianalisis menggunakan metode analytic hierarchy process (ahp) berbasis magc. hasil penelitian menunjukkan faktor-faktor kunci kesuksesan implementasi perumahan berkelanjutan adalah “jaminan mutu”, “kegiatan”, “efisiensi”, “pekerjaan lingkungan”, “meminimalkan limbah”. “penggantian”, “lingkungan alam”, “sertifikasi material”, “kontrol mutu”, dan “efisiensi energi” adalah faktor-faktor yang menghambat implementasi perumahan berkelanjutan. tingkat capaian implementasi perumahan berkelanjutan berada pada kategori "berkinerja" dengan nilai green construction (ngc) sebesar 1,39 untuk rumah layak huni, dan 1,56 untuk rumah subsidi. disarankan peningkatan pelaksanaan perlindungan alam dan sertifikasi pada kedua proyek perumahan di setiap aspek, prinsip dan faktornya sebagai solusi hambatan utama implementasi konstruksi berkelanjutan. kata kunci : konstruksi berkelanjutan, implementasi konstruksi berkelanjutan, proyek perumahan.



Abstract

STUDY ON THE IMPLEMENTATION OF SUSTAINABLE CONSTRUCTION IN HOUSING PROJECTS by : Mawaddah Noer 2304201010016 Supervisory Commision: 1. Dr. Cut Zukhrina Oktaviani, S.T., M.T 2. Dr. Ir. Mubarak, S.T., M.T ABSTRACT As global warming and climate change become increasingly pressing issues, the construction industry needs to shift to sustainable practices. The Indonesian government has issued Ministerial Regulation No. 9 of 2021 on Guidelines for Sustainable Construction and Ministerial Regulation No. 21 of 2021 on the Assessment of Green Building Performance. According to data from the Green Building Council Indonesia (GBCI) and the Ministry of Public Works and Housing, to date, there are no developers or housing contractors in Aceh who are certified as ‘Green Contractors,’ indicating that there has been no evaluation of the implementation of sustainable construction in this sector. This study focuses on identifying the factors influencing, the achievements of implementation, and the barriers to the application of sustainable construction in housing projects in Banda Aceh and Aceh Besar. The questionnaire was developed based on the Green Construction Assessment Model (MAGC) and analysed using the Analytic Hierarchy Process (AHP) method based on MAGC. The research results indicate that the key success factors for the implementation of sustainable housing are ‘quality assurance,’ ‘activities,’ ‘efficiency,’ ‘environmental work,’ and ‘minimising waste.’ ‘Substitution,’ ‘natural environment,’ ‘material certification,’ ‘quality control,’ and ‘energy efficiency’ are the factors hindering the implementation of sustainable housing. The level of achievement in sustainable housing implementation falls into the ‘high-performing’ category, with a Green Construction Value (GCV) of 1.39 for affordable housing and 1.56 for subsidised housing. It is recommended to enhance the implementation of environmental protection and certification in both housing projects across all aspects, principles, and factors as the primary solution to overcome the main barriers to sustainable construction implementation.
