Ipm kabupaten gayo lues masih rendah meskipun mengalami peningkatan. faktor utama penyebabnya adalah terbatasnya akses pendidikan, rendahnya pendapatan, serta keterbatasan layanan kesehatan. kondisi geografis yang sulit dan minimnya investasi infrastruktur juga menjadi kendala utama. penelitian ini bertujuan untuk menganalisis pelaksanaan kebijakan pemerintah kabupaten gayo lues dalam upaya meningkatkan indeks pembangunan manusia (ipm) serta mengidentifikasi berbagai tantangan yang dihadapi dalam proses tersebut. penelitian ini menggunakan teori implementasi kebijakan menurut merile s. grindle (1980) dengan indikator yaitu isi kebijakan, konteks implementasi, aktor yang terlibat, sumber daya dan proses implementasi. penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif serta menggunakan metode pengumpulan data meliputi observasi, wawancara, dan dokumentasi. hasil penelitian menunjukkan bahwa peningkatan ipm di kabupaten gayo lues terkendala akses pendidikan, layanan kesehatan, dan ekonomi. sinergi pemerintah dan masyarakat diperlukan untuk solusi berkelanjutan. tantangan yang di hadapi rendahnya ipm di gayo lues dipengaruhi pola pikir tradisional dan keterbatasan infrastruktur. minimnya kesadaran pendidikan, kesehatan, serta akses layanan dasar menghambat kemajuan. kesimpulan pelaksanaan kebijakan peningkatan ipm di gayo lues menghadapi tantangan dalam aspek kesehatan, pendidikan, dan ekonomi. rendahnya pengetahuan kesehatan ibu dan anak serta kurangnya tenaga medis menghambat layanan kesehatan, sementara akses pendidikan membaik meski masih terkendala faktor geografis dan sosial. peneliti menyarankan agar pemerintah harus meningkatkan infrastruktur dan layanan dasar, sementara masyarakat perlu memanfaatkannya secara optimal agar ipm gayo lues meningkat berkelanjutan. kata kunci:indeks pembagunan manusia, implementasi kebijakan, gayo lues



Abstract

Gayo Lues Regency's HDI is still low even though it has increased. The main factors causing this are limited access to education, low income, and limited health services. Difficult geographical conditions and lack of infrastructure investment are also major obstacles. This research aims to analyze the implementation of Gayo Lues Regency government policies in an effort to increase the Human Development Index (HDI) and identify various challenges faced in this process. This research uses policy implementation theory according to Merile S. Grindle (1980) with indicators namely Policy Content, Implementation Context, Actors involved, Resources and Implementation Process. This research uses a qualitative method with a descriptive approach and uses data collection methods including observation, interviews and documentation. The research results show that the increase in HDI in Gayo Lues Regency is hampered by access to education, health services and the economy. Synergy between government and society is needed for sustainable solutions. The challenges faced by the low HDI in Gayo Lues are influenced by traditional thinking and limited infrastructure. The lack of awareness of education, health and access to basic services hinders progress. Conclusion The implementation of the HDI increase policy in Gayo Lues faces challenges in health, education and economic aspects. Low knowledge of maternal and child health and a lack of medical personnel hamper health services, while access to education is improving although it is still hampered by geographic and social factors. Researchers suggest that the Government must improve basic infrastructure and services, while the community needs to utilize them optimally so that Gayo Lues' HDI increases sustainably.
