Abstrak rumah dhuafa salah satu program yang dijalankan oleh pemerintah dalam menangani masalah kemiskinan di kota banda aceh, yaitu untuk membantu masyarakat kurang mampu atau masyarakat miskin agar hidupnya lebih layak. dengan adanya bantuan rumah dhuafa yang diberikan ini, akan meringankan beban dan pikiran masyarakat kurang mampu atau masyarakat miskin tersebut. tujuan dari penelitian ini adalah untuk mengetahui implementasi kebijakan rumah dhuafa terhadap pengentasan kemiskinan di kota banda aceh, serta faktor penghambat dari implementasi kebijakan rumah dhuafa terhadap pengentasan kemiskinan di kota banda aceh dengan menggunkan teori van meter dan van horn. metode penelitian yang digunakan yaitu kualitatif. hasil penelitian ini menunjukkan bahwa implementasi kebijakan rumah dhuafa terhadap pengentasan kemiskinan di kota banda aceh belum berjalan dengan optimal seperti prosedur pembagian dan penyaluran rumah dhuafa tidak sesuai standard operating prosedure (sop) pada sekretariat baitul mal kota banda aceh. adapun faktor pengambat dari penelitian ini ialah terkait kurangnya koordinasi data penerima bantuan rumah dhuafa, kurangnnya sumber daya manusia dan kurannya komunikasi antar pengewai dan dinas terkait. disarankan kepada pemerintah dan juga pihak sekretariat baitul mal kota banda aceh agar mampu berkoordinasi data dan berkomunikasi dengan dinas terkait seperti dinas sosial kota banda, dinas perumahan dan kawasan permukiman (perkim) dan bappeda dengan baik agar pembagian dan penyaluran rumah dhuafa optimal dan tepat sasaran kata kunci: implementasi kebijakan, rumah duafa, kemiskinan, kota banda aceh

ABSTRACT Rumah dhuafa is one of the programs run by the government in dealing with poverty problems in the city of Banda Aceh, which is to help the underprivileged or poor people so that their lives are more decent. With the assistance of the poor house provided, it will ease the burden and mind of the underprivileged or the poor. The purpose of this study is to determine the implementation of the poor house policy towards poverty alleviation in the city of Banda Aceh, as well as the inhibiting factors of the implementation of the poor house policy towards poverty alleviation in the city of Banda Aceh by using the Van Meter and Van Horn theory. The research method used is qualitative. The results of this study show that the implementation of the poor house policy towards poverty alleviation in the city of Banda Aceh has not been running optimally, such as the procedure for the distribution and distribution of poor houses is not in accordance with the Standard Operating Procedure (SOP) at the Baitul Ma Secretariat of Banda Aceh City. The contributing factors of this study are related to the lack of coordination of data on recipients of poor housing assistance, the lack of human resources and the lack of communication between the beneficiaries and related agencies. It is recommended to the government and also the Baitul Mal Secretariat of Banda Aceh City to be able to coordinate data and communicate with related agencies such as the Banda City Social Service, the Housing and Settlement Areas Office (Perkim) and Bappeda properly so that the distribution or distribution of poor houses is optimal and on target Keywords: Policy Implementation, Rumah Dhuafa, Poverty, Banda Aceh City
