Abstrak pelabuhan perikanan samudera (pps) kutaraja, lampulo, merupakan pelabuhan perikanan terbesar di banda aceh dengan daerah penangkapan yang mencakup samudera hindia dan selat malaka. alat tangkap purse seine menjadi salah satu alat dominan untuk menangkap ikan pelagis kecil dan besar. penelitian ini bertujuan untuk menganalisis produktivitas alat tangkap purse seine pada kapal berukuran 45–60 gt selama periode 2021–2023. metode penelitian menggunakan pendekatan deskriptif dengan data primer yang diperoleh melalui observasi, wawancara, dan kusioner, serta data sekunder dari laporan resmi pps kutaraja. sampel ditentukan menggunakan rumus slovin dengan tingkat kesalahan 10%, menghasilkan 22 kapal dari total populasi 139 kapal. produktivitas dihitung berdasarkan hasil tangkapan per trip dan per gross tonnage (gt) dari 22 unit kapal dengan ukuran 45–60 gt. hasil penelitian menunjukkan tren fluktuasi produktivitas selama tiga tahun terakhir, yang disebabkan oleh perubahan input produksi seperti jumlah trip, ukuran kapal, dan kondisi eksternal seperti pandemi covid-19 serta regulasi baru dari pemerintah. pada tahun 2021, hanya satu kapal yang mencapai produktivitas di atas standar rata-rata, sementara pada 2022 jumlah kapal produktif meningkat menjadi 14 kapal, dan kembali menurun menjadi 8 kapal pada 2023. kapal km. raudhah tercatat memiliki produktivitas di atas rata-rata selama tiga tahun berturut-turut, sementara kapal lain menunjukkan variasi produktivitas. faktor lingkungan, efisiensi operasional, dan pengelolaan sumber daya perikanan yang tepat menjadi penentu utama keberhasilan penangkapan. kata kunci : purse seine, pps kutaraja, produktivitas, kapal 45-60 gt

ABSTRACT Kutaraja Ocean Fishing Port (PPS), Lampulo, is the largest fishing port in Banda Aceh with a fishing area covering the Indian Ocean and the Malacca Strait. Purse seine fishing gear is one of the dominant tools for catching small and large pelagic fish. This study aims to analyze the productivity of purse seine fishing gear on vessels measuring 45–60 GT during the period 2021–2023. The research method uses a descriptive approach with primary data obtained through observation, interviews, and questionnaires, as well as secondary data from the official report of PPS Kutaraja. The sample was determined using the Slovin formula with a 10% error rate, resulting in 22 vessels from a total population of 139 vessels. Productivity is calculated based on the catch per trip and per Gross Tonnage (GT) of 22 vessels measuring 45–60 GT. The results of the study show a trend of productivity fluctuations over the past three years, which is caused by changes in production inputs such as the number of trips, vessel size, and external conditions such as the COVID-19 pandemic and new regulations from the government. In 2021, only one vessel achieved productivity above the average standard, while in 2022 the number of productive vessels increased to 14 vessels, and decreased again to 8 vessels in 2023. The KM. Raudhah vessel was recorded as having above average productivity for three consecutive years, while other vessels showed variations in productivity. Environmental factors, operational efficiency, and proper management of fishery resources are the main determinants of successful fishing.
