Reponsibilitas merupakan suatu konsep yang berkenaan dengan standar professional dan kompetensi teknis yang dimiliki birokrasi publik dalam menjalankan tugasnya. komisi independen pemilihan (kip) yang diciptakan oleh komisi pemilihan umum (kpu) bertujuan untuk mempermudah partai politik dalam melakukan administrasi verifikasi menjadi peserta pemilu dan pengecekan keanggotaan partai dengan menggunakan sistem informasi partai politik (sipol) sebagai salah satu syarat yang harus dipenuhi oleh seluruh partai politik dalam proses pendaftaran calon peserta pemilu. namun, dalam pelaksanaannya, sering terjadi pelanggaran di mana partai politik mencatut data masyarakat nomor induk kependudukan (nik) tanpa sepengetahuan masyarakat untuk memenuhi persyaratan administratif sebagai peserta pemilu.kabupaten bireuen merupakan salah satu kabupaten dengan jumlah 530 nik masyarakat yang dicatut oleh partai politik dalam periode tahun 2022-2024. penelitian ini bertujuan untuk mendeskripsikan dan mengetahui bagaimana responsibilitas komisi independen pemilihan kabupaten (kip) bireuen dalam penanganan aduan masyarakat terhadap sistem informasi partai politik. penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. penelitian ini menggunakan teori responsibilitas administartif menurut jabra dan dwivedi dengan 3 parameter yang digunakan pemahaman akan tanggung jawab, evaluasi kinerja, dan komitmen. hasil penelitian dilapangan menunjukkan bahwa responsibilitas komisi independen pemilihan telah memberikan penanganan yang baik terhadap nik masyarakat yang tercatut pada sistem informasi partai politik sesuai dengan bentuk tanggung jawab yang telah di implementasikan serta dijalankan oleh pihak kip sebagai bentuk tanggung jawab dan penindakan lanjutan terhadap kasus pencantuman nama masyarakat sebagai anggota partai. meskipun masih terdapat kendala dalam penanganannya seperti tingginya jumlah aduan, waktu yang dibutuhkan oleh kip, transparansi dari partai politik, dan kurangnya tindakan hukum terhadap partai politik. kata kunci : responsibilitas, komisi independen pemilihan, aduan masyarakat, sistem informasi partai politik

Responsibility is a concept related to professional standards and technical competence owned by the public bureaucracy in carrying out its duties. The Independent Election Commission (KIP) created by the General Election Commission (KPU) aims to make it easier for political parties to carry out the administration of verification of becoming election participants and checking party membership using the Political Party Information System (SIPOL) as one of the requirements that must be met by all political parties in the process of registering candidates for election participants. However, in its implementation, there are often violations where political parties profit from the Population Identification Number (NIK) community data without the public's knowledge to meet administrative requirements as election participants. Bireuen Regency is one of the districts with a total of 530 community NIK recorded by political parties in the 2022-2024 period. This study aims to describe and find out how the responsibility of the Bireuen District Election Independent Commission (KIP) in handling public complaints against the Political Party Information System. This research uses a qualitative method with data collection techniques through interviews, observations and documentation. This study uses the theory of administrative responsibility according to Jabra and Dwivedi with 3 parameters used to understand responsibility, performance evaluation, and commitment. In this study, the results obtained in the field show that the responsibility of the Independent Election Commission has provided good handling of the NIK of the community recorded in the political party information system, although there are still obstacles in handling it such as the high number of complaints, the time required by the KIP, transparency from political parties, and the lack of legal action against political parties.
