Abstrak keterbatasan kuota antrian m-paspor menyebabkan penumpukan antrian bagi masyarakat. pembuatan paspor disetiap bulan nya terus meningkat, masalah ini menyebabkan masyarakat harus mencari alternatif dengan mendatangi kantor imigrasi lain, yang berpotensi mengurangi efisiensi layanan. penelitian ini bertujuan untuk menganalisis penerapan konsep dynamic governance dalam pembuatan paspor melalui aplikasi m-paspor di kantor imigrasi kelas i tpi banda aceh serta upaya yang dilakukan kantor imigrasi kelas i tpi banda aceh dalam mengoptimalkan pelayanan melalui aplikasi m-paspor. teori yang digunakan ialah dynamic governance menurut neo&chen dengan 6 indikator yaitu, thinking ahead, thinking again, thinking across, agile process, culture, able people yang merupakan konsep tata kelola dinamis yang dapat diterapkan dizaman perkembangan teknologi dan globalisasi. metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. hasil penelitian menunjukkan bahwa penerapan aplikasi m-paspor berhasil memberikan inovasi layanan publik, meskipun masih terdapat kendala seperti terbatasnya kuota antrian online dan berbagai permasalahan teknis, dengan penerapan dynamic governance tersebut tata kelola kantor imigrasi kelas i tpi banda aceh dapat menyesuaikan perubahan dan permasalahan yang terjadi dalam pelayanan pembuatan paspor yang diberikan kepada masyarakat. upaya untuk mengatasi kendala terbatasnya kuota antrian online tersebut adalah melibatkan inovasi seperti layanan jemput bola paspor simpatik (eazy passport dan passbro), penambahan kuota antrian dan loket foto biometric, implementasi layanan prioritas (lansia,ibu hamil,balita, orang sakit) dan peningkatan sdm pegawai kantor. untuk itu kantor imigrasi perlu memberikan kepastian pembukaan kuota m-paspor, penyesuaian kuota harian, menambah jumlah pegawai, kolaborasi dengan pihak swasta. dan untuk masyarakat perlu terus belajar dan beradaptasi dengan perubahan yang ada. literasi digital menjadi kemampuan dasar yang harus dimiliki, agar teknologi tidak hanya digunakan, tetapi juga dapat dimanfaatkan secara optimal untuk meningkatkan kualitas hidup. kata kunci : m-paspor, dynamic governance, imigrasi kelas i tpi banda aceh.



Abstract

ABSTRACT The limited quota for online appointment registration through the M-paspor application has led to a backlog in line numbers for the public. The demand for passport issuance continues to rise each month, causing people to seek alternatives by visiting other immigration offices, which potentially reduces service efficiency. This study aims to analyze the implementation of the Dynamic Governance concept in passport issuance through the M-paspor application at the Banda Aceh Class I TPI Immigration Office, as well as the efforts made by the office to optimize services through the M-paspor application. The theory used is Dynamic Governance according to Neo & Chen, which includes six indicators: Thinking Ahead, Thinking Again, Thinking Across, Agile Process, Culture, and Able People. This concept of dynamic governance can be applied in the era of technological development and globalization. The research method used is descriptive qualitative, with data collection techniques including observation, interviews, and documentation. The results show that the implementation of the M-paspor application has successfully provided an innovative public service. However, there are still challenges such as the limited quota for online appointments and various technical issues. With the application of the six indicators of Dynamic Governance, the Banda Aceh Class I TPI Immigration Office has been able to adjust to the changes and issues in passport issuance services provided to the public. Efforts to address the limitation of online appointment quotas include innovations such as the "Eazy Passport" and "Passbro" mobile services, increasing the number of available quotas and biometric photo counters, implementing priority services (for the elderly, pregnant women, children, and the sick), and improving the office's human resources. Therefore, the Immigration Office needs to ensure the opening of M- paspor quotas, adjust daily quotas, increase staff, and collaborate with private sectors. For the public, it is important to continuously learn and adapt to the changes. Digital literacy has become a fundamental skill that everyone must possess, not only to use technology but also to make optimal use of it to improve the quality of life.
