Kabupaten aceh jaya merupakan salah satu daerah yang terkena dampak tsunami aceh pada tahun 2004, dengan kerusakan meliputi infrastruktur, permukiman, dan hilangnya ribuan nyawa. sebagai upaya pemulihan, dilakukan pengembangan kawasan seperti di gampong baro, kecamatan setia bakti, melalui penanaman mangrove untuk mengurangi risiko bencana alam serta mendorong perekonomian masyarakat melalui destinasi wisata. pada 2021, ekowisata mangrove resmi dibuka, menawarkan alam asri yang memerlukan pengelolaan berkonsep mitigasi bencana. penelitian ini mengkaji kondisi ekowisata, potensi dampak lingkungan, mitigasi bencana, dan strategi pengembangan kawasan dengan data primer dan sekunder melalui observasi, wawancara, kuesioner, studi pustaka, dan dokumen. pendekatan deskriptif kualitatif dan kuantitatif menggunakan konsep community-based tourism (cbt) dan skala likert, serta analisis swot untuk strategi pengelolaan. hasil menunjukkan luas vegetasi mangrove 24,21 hektar dengan fokus konservasi area kerapatan tinggi, restorasi area sedang dan rendah, serta rehabilitasi area non-vegetasi untuk peningkatan karbon dan mitigasi iklim. pengelolaan kawasan berdasarkan cbt dan tripartite concept of tourism menekankan atraksi, aksesibilitas, dan fasilitas untuk pengalaman wisata berkelanjutan dengan strategi-strategi yang dapat dilakukan ialah promosi dan branding, pengembangan infrastruktur, pengelolaan lingkungan, dan edukasi dan pelibatan komunitas. kata kunci: community-based tourism, ekowisata, mangrove, kabupaten aceh jaya, mitigasi bencana



Abstract

Aceh Jaya Regency is one of the regions affected by the 2004 Aceh tsunami, with damage encompassing infrastructure, settlements, and the loss of thousands of lives. As part of recovery efforts, development initiatives were undertaken in areas such as Gampong Baro, Setia Bakti District, including mangrove planting to reduce the risk of natural disasters and boost the local economy through tourism. In 2021, the mangrove ecotourism area was officially opened, offering pristine nature that requires disaster mitigation-oriented management. This study examines the condition of the ecotourism area, potential environmental impacts, disaster mitigation, and strategies for regional development using primary and secondary data obtained through observation, interviews, questionnaires, literature reviews, and document analysis. A descriptive qualitative and quantitative approach was employed, utilizing the concepts of Community-Based Tourism (CBT) and the Likert scale, along with SWOT analysis for management strategies. The results reveal that the mangrove vegetation covers an area of 24.21 hectares, with conservation focused on high-density areas, restoration of medium- and low-density areas, and rehabilitation of non-vegetated areas to enhance carbon sequestration and climate mitigation. Management of the area based on CBT and the Tripartite Concept of Tourism emphasizes attractions, accessibility, and facilities to provide a sustainable tourism experience. Recommended strategies include promotion and branding, infrastructure development, environmental management, and community education and engagement.
