Pasal 272 undang-undang nomor 22 tahun 2009 tentang lalu lintas dan angkutan jalan mengatakan bahwa mengatur tentang penggunaan peralatan elektronik dalam penegakan hukum lalu lintas dan angkutan jalan. pasal ini menjadi dasar hukum penggunaan teknologi seperti kamera cctv untuk mendeteksi pelanggaran lalu lintas. tetapi, dalam praktiknya penerapan sistem electronic traffic law enforcement (etle) terhadap pelanggaran lalu lintas di kabupaten aceh tengah belum berjalan dengan baik. tujuan penulisan skripsi ini adalah menjelaskan penerapan electronic traffic law enforcement (etle), faktor–faktor yang menjadi penghambat sistem electronic traffic law enforcement (etle) dan upaya satlantas polres aceh tengah dalam mengatasi faktor penghambat tidak diberlakukannya electronic traffic law enforcement (etle) di kabupaten aceh tengah. metode penelitian yang digunakan ialah penelitian yuridis empiris yaitu penelitian hukum yang di lakukan dengan cara menganalisis dan mengkaji suatu persoalan secara langsung, baik yang dilakukan dengan wawancara maupun dengan melakukan suatu pengamatan langsung. hasil dari penelitian ini menjelaskan bahwa hal yang menjadi faktor-faktor yang menyebabkan tidak dilaksanakannya etle di wilayah hukum polres aceh tengah. faktor kuranganya sarana dan prasarana bagi pihak kepolisian untuk melaksanakan programan etle seperti jumlah kamera etle, kurangnya fasilitas teknologi serta kurangnya sosialisasi mengenai etle kepada masyarakat. upaya yang harus dalam mengatasi faktor-faktor tidak dilaksanakannya penegakan hukum menggunakan sistem etle terhadap pelanggaran lalu lintas yaitu satlantas polres aceh tengah harus meningkatkan pemantauan untuk melaksanakan penerapan sistem etle dan memberikan sosialisasi lebih kepada masyarakat mengenai sistem etle dan terhadap pemerintahan aceh tengah harus mendukung dalam segi anggaran agar terlaksanakannya penerapan sistem etle di wilayah hukum polres aceh tengah. disarankan kepada pihak kepolisian polres aceh tengah untuk terus meningkatkan kinerja serta penegakan hukum terhadap pelayanan masyarakat khususnya dalam mengatasi pelanggaran lalu lintas, memberi pelatihan lebih kepada operator yang akan menangani sistem electronic traffic law enforcement (etle) dan satlantas aceh tengah agar terus menambahan jumlah kamera.

Article 272 of Law No. 22/2009 on Road Traffic and Transportation says that it regulates the use of electronic equipment in traffic and road transportation law enforcement. This article is the legal basis for the use of technology such as CCTV cameras to detect traffic violations. However, in practice the application of the electronic traffic law enforcement (ETLE) system for traffic violations in Central Aceh Regency has not gone well. The purpose of writing this thesis is to explain the application of Electronic Traffic Law Enforcement (ETLE), the factors that hinder the Electronic Traffic Law Enforcement (ETLE) system and the efforts of the Central Aceh Police Traffic Unit in overcoming obstacles to the implementation of Electronic Traffic Law Enforcement (ETLE) in Central Aceh Regency. The research method used is empirical juridical research, namely legal research conducted by analyzing and examining a problem directly, either by conducting interviews or by making direct observations.The results of this study explain that the factors that cause the non-implementation of ETLE in the Central Aceh Police District. The factor of lack of facilities and infrastructure for the police to implement the ETLE program such as the number of ETLE cameras, lack of technology facilities and lack of socialization about ETLE to the public. Efforts that must be made to overcome the factors of non-implementation of law enforcement using the ETLE system against traffic violations, namely the Central Aceh Police Traffic Unit must increase monitoring to implement the implementation of the ETLE system and provide more socialization to the public about the ETLE system and the Central Aceh Government must support in terms of budget so that the implementation of the ETLE system in the jurisdiction of the Central Aceh Police. It is recommended that the Central Aceh Police continue to improve performance and law enforcement on community services, especially in overcoming traffic violations, provide more training to operators who will handle the Electronic Traffic Law Enforcement (ETLE) system and the Central Aceh Traffic Unit to continue to increase the number of cameras.
