Analisis penyebab keterlambatan pelaksanaan pembangunan infrastruktur gedung di wilayah lintas barat pada provinsi aceh oleh: ermawansyah putra nim. 2104201010025 komisi pembimbing: 1. dr. ir. fachrurrazi, s.t., m.t. 2. dr. ir. alfa taras bulba, s.t., m.sc. abstrak keterlambatan pelaksanaan pembangunan infrastruktur gedung merupakan salah satu masalah utama yang sering dihadapi oleh seluruh dunia, termasuk di indonesia. di provinsi aceh, proyek-proyek yang dikelola oleh dinas perumahan rakyat dan kawasan permukiman aceh tidak terlepas dari permasalahan ini. keterlambatan tidak hanya menyebabkan peningkatan biaya, tetapi juga mengganggu rencana pemanfaatan gedung yang sangat dibutuhkan oleh publik. penelitian ini bertujuan untuk mengetahui faktor-faktor yang menyebabkan terjadinya keterlambatan dalam pelaksanaan pembangunan infrastruktur gedung di wilayah lintas barat pada provinsi aceh menurut persepsi masing-masing stakeholders. penelitian ini menggunakan pendekatan metode kuantitatif melalui kuesioner. uji instrumen (uji validitas dan reliabilitas) ditetapkan sebanyak 85 responden untuk masing-masing stakeholders. teknik sampling digunakan proportionate stratified random sampling. faktor-faktor yang menyebabkan terjadinya keterlambatan dianalisis dengan principle component analysis (pca) dan statistik deskriptif. proyek infrastruktur gedung yang ditinjau adalah proyek di dinas perumahan rakyat dan kawasan permukiman aceh dari tahun 2021–2023. stakeholders yang ditinjau adalah owner, kontraktor, dan konsultan pengawas yang terlibat langsung pada proyek infrastruktur gedung di dinas perumahan rakyat dan kawasan permukiman aceh. faktor-faktor yang menyebabkan terjadinya keterlambatan menurut persepsi owner adalah 4 faktor dengan total varian sebesar 74,927%, sementara menurut persepsi kontraktor adalah 10 faktor dengan total varian sebesar 73,203%, sedangkan menurut persepsi konsultan pengawas adalah 8 faktor dengan total varian sebesar 75.508%. faktor utama penyebab keterlambatan menurut persepsi owner adalah faktor perubahan dengan nilai mean sebesar 3,829, sementara menurut persepsi kontraktor adalah faktor kepatuhan dan kerja sama dengan nilai mean sebesar 4,043, sedangkan menurut persepsi konsultan adalah faktor kontrak dengan nilai mean sebesar 4,369. kata kunci: keterlambatan, pelaksanaan, pembangunan, infrastruktur, gedung

ANALYSIS OF THE CAUSES OF DELAYS IN INFRASTRUCTURE DEVELOPMENT IMPLEMENTATION IN THE WEST COAST REGION OF ACEH PROVINCE By: Ermawansyah Putra Student Reg. No. 2104201010025 Supervisory Comission: 1. ABSTRACT Delays in the implementation of building infrastructure development are one of the main problems often faced by the whole world, including in Indonesia. In Aceh Province, projects managed by the Aceh Public Housing and Settlement Areas Office are not exempt from this problem. Delays not only lead to increased costs, but also disrupt the planned utilization of buildings that are urgently needed by the public. This study aims to determine the factors that cause delays in the implementation of building infrastructure development in the western cross region of Aceh Province according to the perceptions of each stakeholder. This research uses a quantitative method approach through questionnaires. The instrument test (validity and reliability test) was set at 85 respondents for each stakeholder. The sampling technique used proportionate stratified random sampling. Factors causing delays were analyzed with Principle Component Analysis (PCA) and descriptive statistics. The building infrastructure projects reviewed were projects at the Aceh Public Housing and Settlement Area Office from 2021-2023. Stakeholders reviewed are owners, contractors, and supervisory consultants who are directly involved in building infrastructure projects at the Aceh Public Housing and Settlement Area Office. The factors that cause delays according to the Owner's perception are 4 factors with a total variance of 74.927%, while according to the contractor's perception are 10 factors with a total variance of 73.203%, while according to the supervisory consultant's perception are 8 factors with a total variance of 75.508%. The main factor causing delays according to the owner's perception is the change factor with a mean value of 3.829, while according to the contractor's perception is the compliance and cooperation factor with a mean value of 4.043, while according to the consultant's perception is the contract factor with a mean value of 4.369.
