abstrak pandemi covid-19 telah membawa berbagai perubahan perilaku terhadap seluruh aspek kehidupan di dunia tanpa terkecuali, termasuk di indonesia. pemerintah memiliki tanggung jawab besar dalam penanganan wabah covid-19, termasuk penanganan covid-19 pada proses pelaksanaan vaksinasi. di banda aceh berbagai pro dan kontra hadir pada partisipasi masyarakat terhadap penerapan kebijakan vaksinasi covid-19, sayangnya eksistensi penerapan kebijakan vaksinasi covid-19 ini dilihat telah terjadi kesenjangan dan terdapat distorsi dalam hal tersebut. oleh karena itu, penelitian ini bertujuan untuk mengetahui sejauh mana bentuk distorsi yang terjadi pada partisipasi masyarakat terhadap penerapan kebijakan vaksinasi covid-19 di kota banda aceh dengan menggunakan teori kebijakan publik dan teori konstruksi realitas sosial. penelitian ini merupakan penelitian deskriptif kualitatif dengan pengumpulan data melalui observasi, wawancara dan dokumentasi. hasil penelitian ini menunjukan bahwasanya terdapat beberapa bentuk distorsi yang terjadi dalam partisipasi masyarakat terhadap kebijakan vaksinasi covid-19 di banda aceh, diantaranya mencakup pelaksanaan dan implementasi aturan terjadi kesenjangan di tingkat pelaksana dan pada ketetapan aturan sendiri masih belum berpartisipatif terhadap masyarakat dan juga pada kearifan lokal daerah. bentuk distorsi selanjutnya juga terdapat pada konteks peredaran informasi yang begitu pesat dan tidak terbendung mengenai covid-19 serta dalam hal ragamnya konstruksi sosial masyarakat dan lingkungan oleh derajat supremasi juga merupakan distorsi yang terjadi pada partisipasi masyarakat terhadap kebijakan vaksinasi covid-19. kata kunci: distorsi, kebijakan, dan covid-19

ABSTRACT The COVID-19 pandemic has brought various behavioral changes to all aspects of life in the world without exception, including in Indonesia. The government has a big responsibility in handling the COVID-19 outbreak, including handling COVID19 in the vaccination implementation process. In Banda Aceh, various pros and cons are present in community participation in the implementation of the COVID-19 vaccination policy, unfortunately, the existence of the COVID-19 vaccination policy is seen as a gap also there is distortion in this matter. Therefore, this study aims to determine the extent of the distortion that occurs in public participation in implementing the COVID-19 vaccination policy in Banda Aceh City by using public policy theory and social reality construction theory. This research is descriptive qualitative research with data collection through observation, interviews, and documentation. The results of this study show that several forms of distortion occur in community participation in the COVID-19 vaccination policy in Banda Aceh, including the implementation of the rules, there is a gap at the implementing level with the provisions of the laws themselves still not participatory to the community and also to regional local wisdom. The next distortion is also found in the context of the rapid and unstoppable circulation of information about COVID-19 in terms of the variety of social constructions of society and the environment by the degree of supremacy is also a distortion that occurs in community participation in the COVID-19 vaccination policy.
