Pangkalan pendaatan ikan (ppi) lhok panga meupakan ppi yang sudah terbengkalai di povinsi aceh khususnya di kabupaten aceh jaya. seharusnya jika ppi lhok panga dapat dioptimalkan dengan baik maka dapat memudahkan transportasi nelayan untuk berlabuh. adapun tujuan dari penelitian ini adalah untuk mengetahui faktor terbengkalainya pelabuhan di ppi lok panga dan ppi krueng sabe kabupaten aceh jaya, serta untuk mengetahui kendala pemerintah aceh dalam mengoptimalkan pelabuhan yang terbengkalai. penelitian ini menggunakan metode kualitati deskiptif. adapun kesimpulan pada penelitian ini yaitu tebengkalainya ppi lhok panga di sebabkan oleh berbagai macam faktor seperti: (1) adanya tumpang tindih kewenagan dalam pengelolaan ppi, (2) gelombang laut yang tinggi, (3) lokasi ppi jauh dengan bibir pantai, (4) terbatasnya anggaan, (5) nelayan sudah mulai berkurang, (6) muara sungai mulai dangkal. adapun kendala yang di hadapi oleh pemerintah provinsi diantarannya adalah: (1) penetapan atau penamaan ppi tidak sesuai standar, (2) terjadinya pelimpahan wewenag, (3) pemerintah kabupaten aceh jaya belum menyerahkan asset kepada pemerintah provinsi, (4) ppi lhok panga tidak masuk dalam rencana induk provinsi

Lhok Panga Fish Landing Base (PPI) is a PPI that has been abandoned in the province of Aceh in particular in the district of Aceh Jaya. It should be if PPI Lhok Panga can be optimized well then it can facilitate the transportation of fishermen to land. The aim of this research is to find out the factors affecting the ports in Lhok Panga PPI Aceh Jaya district, as well as to know the impediments of the Aceh government in optimizing the abandoned ports. This research uses descriptive qualitative methods. As to the conclusion of this study that the name of PPI Lhok Panga was caused by a variety of factors such as: (1) There was overlap of authority in the management of the PPI, (2) high ocean waves, (3) the location of the IPI far off the coast, (4) the limited attendance, (5) the fishermen have begun to decrease, (6) the river swell has started to be shallow. As for the obstacles faced by the provincial government, the following are: (1) the establishment or designation of the PPI is not in accordance with the standards, (2) the occurrence of abuse of authority, (3) the Government of Aceh Jaya District has not handed over asets to the Provincial Government, (4) PPI Lhok Panga is not included in the provincial master plan.
