Abstrak pembangunan bertujuan untuk meningkatkan kesejahteraan masyarakat, agar dapat meningkatkan demokrasi masyarakat dalam bidang pemerataan pembangunan yang berfokus terhadap kebutuhan masyarakat. namun, masyarakat desa paya tampah belum berpartisipasi aktif dalam perencanaan pembangunan. jumlah peserta musyawarah rencana pembangunan masih sedikit, jika dibandingkan dengan populasi penduduk desa paya tampah. penelitian ini bertujuan untuk mengetahui partisipasi masyarakat desa paya tampah dalam perencanaan pembangunan dan mengetahui faktor penghambat partisipasi masyarakat dalam perencanaan pembangunan di desa paya tampah. teori yang digunakan yaitu teori partisipasi menurut marschal (2006) dengan tiga indikator yaitu adanya forum untuk menampung partisipasi masyarakat, kemampuan masyarakat terlibat dalam proses, dan adanya akses bagi masyarakat untuk menyampaikan pendapat dalam proses pengambilan keputusan. penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif serta menggunakan metode pengumpulan data meliputi observasi, wawancara, dan dokumentasi. hasil penelitian menunjukkan bahwa partisipasi masyarakat dalam perencanaan pembangunan di desa paya tampah masih tergolong rendah. indikator adanya forum untuk menampung partisipasi masyarakat yaitu dengan keikutsertakan masyarakat pada kegiatan musrenbangdes masih kurang berkontribusi, indikator kemampuan masyarakat terlibat dalam proses yang masih belum terlibat dalam partisipasi pembangunan, indikator adanya akses bagi masyarakat untuk menyampaikan pendapat dalam proses pengambilan keputusan yang dilaksanakan melalui forum musyawarah di kantor desa. kendala partisipasi masyarakat dalam perencanaan pembangunan di desa paya tampah yaitu disebabkan masih rendahnya tingkat pendidikan masyarakat, faktor pekerjaan masyarakat, serta serta luas wilayah administrasi desa mengingat desa paya tampah merupakan desa terluas kedua di kecamatan karang baru. peneliti menyarankan agar pemerintah desa dapat meningkatkan cara partisipasi masyarakat dalam perencanaan pembangunan dengan mengajak dan mengadakan pertemuan rutin untuk membahas rencana pembangunan ke depannya. kata kunci: partisipasi, masyarakat, perencanaan pembangunan, desa paya tampah.

ABSTRACT Development is aimed at improving the well-being of the people, so that it can enhance the democracy of people in the area of development degradation that focuses on the needs of the community. It became a force of support for the village of Paya Tampah to plan construction in its village. The development is based on the participation of the community towards the planning of the development to enhance the development of the village in a better direction. But basically the community has not actively participated in the planning of construction in the village of Paya Tampah. The development is carried out to increase the participation of the community in order to realize the expected plan of construction. The purpose of this script is to learn about the participation of the people of Paya Tampah village in the planning of the construction and to know the factors inhibiting the people's participation in the construction planning in Paya tampah village. The theory used is the theory of participation with three indicators namely community participation contributing to development, participation through different approaches, and elite participation capture. The research uses qualitative methods with descriptive approaches as well as data collection methods including observations, interviews, and documentation. The results of the research show that the participation of the public in the development planning in Paya Tampah Village is still low. Indicators of community participation contributing to development, with the inclusion of the community in the activities of Musrenbangdes still contributing less, indicators of participation in achieving the goals and objectives in the construction carried out by Datok Penghulu and its devices are already optimal, the elite participation indicator of capture is well implemented in activities of the Musrenbangdes involving village officials in development planning. The public participation in the construction planning in Paya Tampah Village is hampered by the still low level of public education, public employment factors, as well as the extent of the village administration area, given that Paya tampah village is the second largest village in the new Karang district. For this, it is expected that the village government and the village apparatus can increase the public to participate directly in the development planning, by inviting and holding regular meetings to discuss future development plans.
