Pasar lambaro terletak di kecamatan ingin jaya kabupaten aceh besar, pasar lambaro merupakan pasar tradisional tempat bertemunya para penjual dan pembeli dan terjadi nya transaksi jual beli, namun dikarenakan banyak nya para pedagang kaki lima yang berjualan di pasar lambaro tersebut maka pihak pemerintah kabupaten aceh besar khususnya pihak satpol pp dan wh aceh besar beserta pihak pengelola pasar melakukan penertiban terhadap para pedagang kaki lima tersebut yang berjualan di tempat yang dilarang. tujuan dari penelitian ini yaitu untuk mengetahui implementasi kebijakan pemerintah terhadap penertiban pedagang kaki lima di pasar lambaro kabupaten aceh besar, serta faktor penghambat dari implementasi kebijakan pemerintah terhadap penertiban pedagang kaki lima di pasar lambaro kabupaten aceh besar dengan menggunakan teori dari edwards. metode yang digunakan yaitu analisis kualitatif dengan metode observasi, wawancara, dan dokumentasi. hasil penelitian menunjukkan bahwa implementasi kebijakan pemerintah terhadap penertiban pedagang kaki lima di pasar lambaro kabupaten aceh besar masih belum berjalan dengan baik seperti kurangnya sosialisasi kepada para pedagang. adapun faktor penghambat ialah terkait kondisi sosial dan kurangnya kerjasama dari pihak pemerintah dengan para pedagang kaki lima. disarankan kepada pemerintah agar pihak pemerintah mampu berkomunikasi dan berkoordinasi dengan para pedagang agar tidak lagi berjualan di tempat yang dilarang serta tempat yang tidak diperbolehkan kata kunci: implementasi kebijakan, penertiban, pedagang kaki lima

Lambaro Market is located in the village of Ingin Jaya district of Aceh Big, the lambaro market is a traditional market where sellers and buyers meet and there is a sale and purchase transaction, but because of the many five-foot traders who sell in the market lambaro then the government of Aceh big district in particular the Satpol PP and WH Aceh Big along with the market managers make arrangements against the five-Foot merchants that sell in a prohibited place. The aim of this study is to find out the implementation of government policy on five-foot traders in the lambaro market of Greater Aceh district, as well as inhibiting factors of implementing government policy to the Lambaro market in greater Aceh District using the theory of Edwards. The method used is qualitative analysis with methods of observation, interviews, and documentation. The results of the research show that the implementing of the government policy against the five- foot traders' arrangement in Lambaro Market of Greate Aceh Districts still has not gone as good as the lack of socialization to the traders. As for the hindering factor, it is related to the social conditions and the lack of cooperation of the government with the five-foot merchants. It is advised to the government that the government should be able to communicate and coordinate with the traders so that they no longer sell in places that are prohibited and where they are not permitted.
