Dinas perhubungan aceh memfasilitasi layanan angkutan umum bernama bus trans koetaradja untuk memperbaiki sistem angkutan umum dan mengurangi ketergantungan masyarakat terhadap penggunaan kendaraan pribadi. hingga saat ini, pemerintah aceh masih memberikan subsidi pada operasional bus trans koetaradja. akan tetapi, hal tersebut bersifat sementara, dikarenakan dana otonomi khusus (otsus) provinsi aceh akan berakhir pada tahun 2027. dengan demikian, penumpang bus trans koetaradja akan dikenakan tarif perjalanan. penetapan kenaikan harga bahan bakar minyak (bbm) pada bulan september 2022 tentunya akan berpengaruh pada tarif bus trans koetaradja. adapun tujuan dari penelitian ini adalah untuk mendeskripsikan karakteristik penumpang dan memperoleh tarif ideal berdasarkan ability to pay (atp), willingness to pay (wtp) dan biaya operasional kendaraan (bok). penelitian ini terdiri dari pengumpulan data primer dan data sekunder. data primer diperoleh dari penyebaran kuesioner kepada pengguna bus trans koetaradja di koridor 1. data sekunder diperoleh dari dinas perhubungan aceh terkait load factor, data teknis dan biaya operasional kendaraan pada bus trans koetaradja di koridor 1. metode pengumpulan data dengan cara penyebaran kuesioner untuk memperoleh ability to pay (atp) menggunakan metode household budget dengan teknik purposive sampling, sedangkan untuk memperoleh willingness to pay (wtp) menggunakan persepsi responden dengan teknik stated preference, serta metode departemen perhubungan darat untuk memperoleh biaya operasional kendaraan (bok). hasil dari penelitian ini diperoleh tarif untuk koridor 1 berdasarkan bok dengan load factor 33% sebesar rp. 4.000, berdasarkan atp sebesar rp. 2.802 dan berdasarkan wtp sebesar rp. 2.672. tarif ideal pada bus trans koetaradja koridor 1 (pusat kota-darussalam) dalam penelitian ini adalah sebesar rp. 2.000 per penumpang dengan subsidi yang diberikan pemerintah sebanyak 50% yaitu rp. 2.000 per penumpang.

The Aceh Transportation Agency facilitates a public transportation service called the Trans Koetaradja Bus to improve the public transportation system and reduce public dependence on the use of private vehicles. Until now, the Government of Aceh still provides subsidies for the operation of the Trans Koetaradja Bus. However, this is temporary, because the Special Autonomy Fund (OTSUS) of Aceh Province will end in 2027. Thus, Trans Koetaradja Bus passengers will be charged a travel fare. Determination of the increase in the price of talent oil materials (BBM) in September 2022 will certainly affect the Trans Koetaradja Bus fare. The purpose of this study is to describe passenger characteristics and obtain ideal fares based on ability to pay (ATP), willingness to pay (WTP) and vehicle operating costs (BOK). This study consisted of primary data collection and secondary data. Primary data was obtained from the distribution of questionnaires to Trans Koetaradja Bus users in corridor 1. Secondary data was obtained from the Aceh Transportation Agency related to load factor, technical data and vehicle operational costs on the Trans Koetaradja Bus in corridor 1. The method of data collection by distributing questionnaires to obtain ability to pay (ATP) using the household budget method with purposive sampling techniques, while to obtain willingness to pay (WTP) using respondents' perceptions with stated preference techniques,and the Land Transportation Department's method of obtaining vehicle operating costs (BOK). The results of this study obtained tariffs for corridor 1 based on BOK with a load factor of 33% of Rp. 4,000, based on ATP of Rp. 2,802 and based on WTP of Rp. 2,672. The ideal fare on Trans Koetaradja Bus corridor 1 (Downtown-Darussalam) in this study is Rp. 2,000 per passenger with a 50% subsidy provided by the government of Rp. 2,000 per passenger.
