abstrak kota lhokseumawe memiliki potensi sumber daya perikanan yang menjanjikan, sehingga menjadikan daya tarik tersendiri bagi nelayan untuk memanfaatkan sumber daya yang tersedia. namun dalam pengelolaannya tidak beriringan dengan potensinya. hal tersebut terlihat dari polemik yang mengarah pada konflik antara pemerintah kota lhokseumawe dengan nelayan keramba di perairan waduk pusong, konflik itu sendiri dipicu dari kebijakan penggusuran keramba ikan di perairan waduk pusong oleh pemerintah kota lhokseumawe. tujuan dari penelitian ini adalah untuk menganalasis resolusi konflik nelayan di kota lhokseumawe terhadap kebijakan penggusuran keramba ikan di waduk pusong. penelitian ini dianalisis menggunakan teori resolusi konfli simon fisher. metode yang digunakan dalam penelitian ini yaitu kualitatif, dengan teknik pengumpulan data wawancara dan dokumentasi. hasil penelitian menunjukkan bahwa dalam upaya resolusi konflik nelayan di kota lhokseumawe berbagai upaya sudah pernah dicoba, diantaranya tawaran relokasi keramba oleh pemko lhokseumawe, permohonan audiensi oleh masyarakat nelayan terhadap pj walikota lhokseumawe, hingga pihak dprk lhokseumawe coba memfasilitasi pertemuan keduabelah pihak, akan tetapi upaya-upaya tersebut gagal. akibatnya, dinamika konflik terus berlanjut sampai pada tahap masyarakat menggugat pemerintah terkait pencemaran air, setelah gugatan tersebut diproses di pn lhokseumawe, belum terdapat pembicaraan lebih lanjut terjkait kebijakan penggusuran keramba ikan di waduk pusong, demikian pula dengan konflik yang ditimbulkan. sehingga kondisi konflik saat ini, hanya ada pada tahap menghindari konflik. diharapkan kepada pihak yang terlibat konflik segera menyelesaikan polemik tersebut, ada beberapa pendekatan yang dapat dilakukan, diantaranya negosiasi, mediasi, atau bahkan dengan arbitrasi. kepada pemko lhokseumawe diharapkan ketika membuat sebuah kebijakan baiknya dibicarakan secara terbuka dan jelas kepada penerima kebijakan. terkait fungsi waduk pusong, baiknya dibentuk aturan tertulis yang berlandaskan hukum, membahas apa yang boleh dan dilarang untuk dilakukan di area waduk pusong kota lhokseumawe. kata kunci: resolusi konflik, koflik nelayan, waduk pusong

ABSTRACT The city of Lhokseumawe has promising fisheries resources potential, making it an attraction for fishermen to utilize the available resources. However, its management has not been in sync with its potential. This is evident from polemics leading to conflicts between the Lhokseumawe City Government and fish cage fishermen in the Waduk Pusong. The conflict itself was triggered by the government's policy to demolish fish cages in Waduk Pusong. The purpose of this research is to analyze the resolution of conflicts among fishermen in Lhokseumawe City regarding the policy of demolishing fish cages in Waduk Pusong. This research is analyzed using Simon Fisher's conflict resolution theory. The method used in this research is qualitative, employing data collection techniques such as interviews and documentation. The research findings indicate that various efforts have been made in resolving the conflict among fishermen in Lhokseumawe City. These include relocation offers for fish cages by the Lhokseumawe City Government, requests for audiences by the fishing community with the Acting Mayor of Lhokseumawe, and even attempts by the Lhokseumawe DPRK to facilitate meetings between the two sides. However, these efforts have failed. As a result, the dynamics of the conflict continue until it reaches the stage where the community sues the government regarding water pollution. After the lawsuit is processed at the Lhokseumawe District Court, there has been no further discussion regarding the policy of demolishing fish cages in Pusong Reservoir, as well as the conflicts it has caused. Therefore, the current conflict situation is only at the stage of conflict avoidance. It is hoped that the parties involved in the conflict will promptly resolve the polemics. Several approaches can be considered, including negotiation, mediation, or even arbitration. The Lhokseumawe City Government is encouraged to discuss its policies openly and clearly with the policy recipients. Regarding the function of Waduk Pusong, it is advisable to establish written rules based on the law, discussing what is allowed and prohibited in the Pusong Reservoir area of Lhokseumawe City.
