Digitalisasi usaha mikro, kecil dan menengah (umkm) merupakan suatu upaya untuk mendigitalisasi pemasaran produk umkm oleh pelaku umkm. secara mudahnya, di zaman dengan teknologi yang semakin canggih telah memudahkan para pelaku usaha dalam memasarkan dan menjual produknya secara online. kolaborasi pemerintah, pihak swasta dan masyarakat jadi langkah penting dalam percepatan digitalisasi umkm. kolaborasi pemerintah dan pihak terkait lainnya dalam digitalisasi umkm di kota banda aceh belum berjalan secara optimal. tujuan penelitian ini adalah untuk mengkaji pengembangan umkm pada usaha kuliner dalam menghadapi digitalisasi di kota banda aceh dilihat melalui pendekatan collaborative governance beserta hambatan yang ada dalam pelaksanaan kolabolasi tersebut. penelitian ini menggunakan teori agranoff dan mcguire (2003) sebagai pisau analisis yang meliputi top down, donor recipient, jurisdiction based, reactive, contented dan abstinence. penelitian ini menggunakan metode kualitatif, yang berarti bahwa informasi yang dikumpulkan melalui wawancara, bahan tertulis dan catatan lapangan. hasil penelitian menunjukkan bahwa, pemerintah kota banda aceh mengadopsi kolaborasi dengan gaya top down, donor recipient, jurisdiction based, reactive, contented dan abstinence. terdapat beberapa hambatan dalam pengembangan umkm berbasis digital di kota banda aceh mulai dari masalah keuangan yang terkait dengan keterbatasan dana dan anggaran yang tersedia, penguasaan teknologi, sumber daya manusia, dan komunikasi kurang efektif. untuk itu, diharapkan pemerintah untuk bekerja sama dengan pihak lainnya seperti pihak swasta agar tidak hanya bertumpu pada anggaran daerah saja.kepada pelaku usaha agar meningkatkan literasi digital dan keterampilan teknologi agar dapat memanfaatkan teknologi digital untuk mengembangkan bisnis kuliner dan membangun saluran komunikasi yang terbuka dan transparan antara pelaku umkm dan pemerintah untuk memudahkan kolaborasi dan pengambilan kebijakan yang tepat guna mengembangkan sektor umkm di bidang kuliner berbasis digital. kata kunci : collaborative governance, umkm, digital, kota banda aceh

Digitalization of Micro, Small and Medium Enterprises (UMKM) is an effort to digitize the marketing of MSME products by MSME actors. Simply put, in an era with increasingly sophisticated technology, it has made it easier for business actors to market and sell their products online. The collaboration of the government, the private sector and the public is an important step in accelerating the digitalization of MSMEs. The collaboration of the government and other related parties in the digitization of MSMEs in Banda Aceh City has not been running optimally. The purpose of this research is to study the development of MSMEs in culinary businesses in the face of digitalization in Banda Aceh City seen through the collaborative governance approach along with the obstacles that exist in the implementation of the kolabolation. This research uses the theory of Agranoff and McGuire (2003) as an analytical knife that includes top down, donor recipient, jurisdiction based, reactive, contented and abstinence. This research uses qualitative methods, which means that information is collected through interviews, written materials and field notes. The results showed that, the Banda Aceh City Government adopted collaboration in the style of top down, donor recipient, jurisdiction based, reactive, contented and abstinence. There are several obstacles in the development of digital-based MSMEs in the city of Banda Aceh starting from financial problems related to limited funds and available budgets, mastery of technology, human resources, and less effective communication. For this reason, it is hoped that the government will cooperate with other parties such as the private sector so that they do not only rely on regional budgets. To business actors to improve digital literacy and technological skills in order to be able to utilize digital technology to develop culinary businesses and build open and transparent communication channels between MSME actors and the government to facilitate collaboration and make appropriate policies to develop the MSME sector in the digital-based culinary field.
