Implementasi asesmen kompetensi minimum di smp negeri 1 jaya kabupaten aceh jaya oleh : arisal nurhadi npm : 2109200050002 komisi pembimbing: 1. dr. khairuddin, m. pd. 2. dr. nasir usman, m. pd. abstrak implementasi asesmen kompetensi minimum (akm) merupakan sebuah kebijakan nasional pendidikan di indonesia sebagai bagian dari asesmen nasional yang dilaksanakan secara nasional dan merata di setiap jenjang pendidikan dasar dan menengah kepada peserta didik. tujuan dari penelitian ini adalah untuk mengetahui kebijakan disdikbud kab. aceh jaya, kebijakan sekolah, srategi pengelolaan kepala sekolah serta mengidentifikasi kendala atau masalah serta solusi alternatif dalam implementasi asesmen kompetensi minimum di smp negeri 1 jaya kabupaten aceh jaya. metode penelitian dengan pendekatan kualitatif dengan model deskriftif, dan teknik pengumpulan data menggunakan observasi, wawancara, dan studi dokumentasi. teknik analisis data menggunakan model miles dan huberman yaitu analisis interaktif. adapun yang menjadi subjek penelitian ini adalah adalah kabid dikdas, kepala sekolah, proktor, pengawas sekolah dan komite. hasil penelitian menunjukkan bahwa; 1) kebijakan dinas pendidikan dan kebudayaan kabupaten aceh jaya dengan melalui sosialisasi, pelatihan singkat, dan alokasi dana terbatas telah mampu berkontribusi terhadap sekolah pelaksana akm secara menyeluruh baik secara online/semi online, meskipun masih kendala baik infrastruktur tik terbatas, jaringan internet sekolah tidak merata, serta pelatihan proktor yang belum optimal; 2) kebijakan kepala sekolah smp negeri 1 jaya seperti; sosialisasi kepada warga sekolah, memiliki dan mengacu pada pedoman juknis, serta berkolaborasi terhadap sekolah non mandiri dengan baik, transparasi bosp; 3) strategi pengelolaan kepala sekolah di smp negeri 1 jaya dalam akm mampu menumbuhkan kesiapan siswa melalui pengayaan, persiapan infrastruktur dan tim sekolah yang solid. sebaiknya dominasi peran kepala perlu dikurangi, serta pengawasan ruang ujian lebih ketat; 4) kendala dalam implementasi akm di smp negeri 1 jaya terkait sarana prasarana lab tik, jaringan internet tidak stabil, kemahiran pengelola tik kurang, keterlibatan komite minim, dan kerjasama antarpihak dengan instansi lain belum maksimal. solusi alternatif yang disarankan yaitu upgrade dan perbaikan peralatantik, kerjasama provider, pelatihan pengelola tik, serta peningkatan partisipasi serta kerjasama. penelitian ini dapat memberikan pemahaman yang baik dan mempersiapkan kesiapan dalam implementasi akm. kata kunci: implementasi, asesmen kompetensi minimum, sekolah menengah pertama



Abstract

IMPLEMENTING MINIMUM COMPETENCY ASSESSMENT (AKM) IN STATE JUNIOR HIGH SCHOOL 1 JAYA OF ACEH JAYA REGENCY ABSTRACT (Arisal Nurhadi) Implementing minimum competency assessment (AKM) is a national education policy in Indonesia as part of the national assessment which is carried out nationally and evenly at every level of primary and secondary education for students. The aim of this research is to find out the policy of the district Education and Culture Office. Aceh Jaya, school policies, school principal management strategies and identifying obstacles or problems as well as alternative solutions in implementing minimum competency assessments in state junior high school 1 jaya, Aceh Jaya Regency. The research method uses a qualitative approach with a descriptive model, and data collection techniques use observation, interviews and documentation studies. The data analysis technique uses the Miles and Huberman model, namely interactive analysis. The subjects of this research were the head of local education, school principals, proctors, school supervisors and committees. The research results show that; 1) The policy of the Aceh Jaya Regency Education and Culture Office, through socialization, short training, and limited funding allocation, has been able to contribute to schools implementing AKM as a whole, both online/semi-online, although there are still obstacles such as limited ICT infrastructure, uneven school internet networks , as well as proctor training that has not been optimal; 2) Policies of the principal of SMP Negeri 1 Jaya such as; outreach to the school community, having and referring to technical guidelines, as well as collaborating with non-independent schools well, BOSP transparency; 3) The principal's management strategy state junior high school 1 jaya AKM is able to foster student readiness through enrichment, infrastructure preparation and a solid school team. It would be better if the dominance of the head's role should be reduced, and examination room supervision should be stricter; 4) Obstacles in implementing AKM at state junior high school 1 jaya are related to ICT Lab infrastructure, unstable internet network, lack of ICT management skills, minimal committee involvement, and collaboration between parties and other agencies is not optimal. Alternative solutions suggested are upgrading and repairing ICT equipment, provider collaboration, training for ICT managers, and increasing participation and cooperation. This research can provide a good understanding and prepare readiness for implementing AKM. Keywords: Implementation, Minimum Competency Assessment, Junior Hogh School.
