Pasal 7 peraturan walikota subulussalam nomor 88 tahun 2020 tentang percepatan penanganan corona virus disease 2019 (covid-19) di kota subulussalam menyebutkan bahwa pemerintah gampong dilibatkan dalam penanganan penyebaran wabah covid-19 dengan membentuk gugus tugas di wilayahnya dengan harapan melarang masyarakat untuk melakukan berbagai kegiatan yang membuka peluang penyebaran wabah tersebut. lahirnya peraturan walikota nomor 108 tahun 2020 tentang penerapan disiplin dan penegakan protokol kesehatan sebagai upaya pencegahan dan pengendalian corona virus disease 2019 (covid-19) yang memberikan arah baru kepada pemerintah gampong agar lebih berfokus pada kegiatan sosialisasi kepada masyarakat. namun hadirnya aturan baru tersebut tidak diikuti dengan mencabut aturan sebelumnya sehingga kemudian memunculkan dualisme hukum pada tingkat pemerintah gampong dalam peng-implementasiannya. penelitian ini bertujuan untuk menjelaskan implementasi serta faktor yang menjadi hambatan dalam pelaksanaan peraturan walikota subulussalam nomor 108 tahun 2020 tentang penerapan disiplin dan penegakan protokol kesehatan sebagai upaya pencegahan dan pengendalian corona virus disease 2019 (covid-19) di kecamatan rundeng. penelitian ini dilakukan dengan menggunakan metode yuridis empiris. analisis permasalahan dilakukan dengan mengolah data kepustakaan dan data lapangan dengan mewawancarai responden dan informan. hasil penelitian ini menunjukkan bahwa peng-implementasian peraturan walikota subulussalam nomor 108 tahun 2020 penerapan disiplin dan penegakan protokol kesehatan sebagai upaya pencegahan dan pengendalian corona virus disease 2019 (covid-19) belum berjalan maksimal di beberapa wilayah pada kecamatan rundeng. hambatan dalam pelaksanaan peraturan tersebut dikarenakan adanya dualisme hukum serta kurangnya personil dalam penegakan hukum tidak dapat menjangkau seluruh wilayah kecamatan rundeng. disarankan kepada walikota subulussalam untuk mencabut keberlakuan salah satu peraturan walikota untuk mencegah terjadinya dualisme hukum. disarankan kepada gugus tugas tingkat pemerintah gampong di kecamatan rundeng untuk lebih fokus pada tugas yang menjadi tugas utamanya untuk membantu pencegahan penyebaran wabah covid-19 di wilayahnya.

Article 7 of Subulussalam Mayor Regulation Number 88 of 2020 concerning the Acceleration of Handling Corona Virus Disease 2019 (Covid-19) in Subulussalam City states that the gampong government is involved in handling the spread of the Covid-19 outbreak by forming a task force in its area in the hope of prohibiting the community from carrying out various activities which opens up opportunities for the spread of the epidemic. The birth of Mayor Regulation Number 108 of 2020 concerning the Implementation of Discipline and Enforcement of Health Protocols as an Effort to Prevent and Control Corona Virus Disease 2019 (Covid-19) which provides a new direction for the gampong government to focus more on outreach activities to the community. However, the presence of the new regulation was not followed by revoking the previous regulation so that it later gave rise to legal dualism at the gampong government level in its implementation. This study aims to explain the implementation as well as the factors that become obstacles in the implementation of Subulussalam Mayor Regulation Number 108 of 2020 concerning the Implementation of Discipline and Enforcement of Health Protocols as an Effort to Prevent and Control Corona Virus Disease 2019 (Covid-19) in Rundeng District. This research was conducted using empirical juridical methods. Problem analysis was carried out by processing library data and field data by interviewing respondents and informants. The results of this study indicate that the implementation of Subulussalam Mayor Regulation Number 108 of 2020 Application of Discipline and Enforcement of Health Protocols as an Effort to Prevent and Control Corona Virus Disease 2019 (Covid-19) has not run optimally in several areas in Rundeng District. Obstacles in the implementation of these regulations due to legal dualism and a lack of personnel in law enforcement cannot reach all areas of Rundeng District. It is suggested to the Mayor of Subulussalam to revoke the enforcement of one of the mayor's regulations to prevent the occurrence of legal dualism. It is suggested to the gampong government level task force in Rundeng District to focus more on the task which is its main task to help prevent the spread of the co-19 outbreak in its area.
