Angkutan umum hiace merupakan salah satu angkutan umum yang digunakan masyarakat sebagai moda transportasi, begitu juga bagi masyarakat yang akan melakukan perjalanan rute banda aceh – lhokseumawe. penetapan tarif angkutan umum hiace merupakan sesuatu yang berpengaruh langsung terhadap daya guna masyarakat. permasalahan yang dibahas dalam penelitian ini adalah menentukan tarif angkutan hiace yang ideal berdasarkan ability to pay dan willingness to pay. kenaikan harga minyak bbm bersubsidi sejak bulan september 2022 menyebabkan kenaikan tarif angkutan umum hiace. tujuan penelitian ini adalah untuk mengetahui karakteristik pengguna angkutan umum hiace rute banda aceh – lhokseumawe, dan mengevaluasi tarif hiace berdasarkan ability to pay (atp) dan willingness to pay (wtp). penelitian ini terdiri dari pengumpulan data yaitu data primer dan data sekunder. data primer diperoleh dengan cara menyebarkan kuesioner kepada pengguna angkutan hiace rute banda aceh – lhokseumawe. metode pengumpulan data dilakukan dengan cara penyebaran kuesioner menggunakan teknik simple random sampling dengan metode household budget untuk mendapatkan atp dan teknik stated preference untuk mendapatkan wtp dengan langsung memberikan alternatif jawaban pada setiap pertanyaan. sampel pada penelitian ini berjumlah 150 responden. sedangkan data sekunder diperoleh dari instansi terkait sebagai dasar untuk menentukan populasi pengguna angkutan umum hiace. tarif angkutan hiace rute banda aceh – lhokseumawe yang berlaku saat ini adalah rp140.000. hasil yang didapatkan dari penelitian ini yaitu tarif angkutan hiace yang ideal yang ditinjau dari sisi penumpang sebagai pengguna jasa angkutan hiace berdasarkan atp yaitu rp175.000 dan wtp yaitu rp135.000. nilai tarif atp berada diatas tarif wtp, hal ini menggambarkan pengguna hiace adalah kelompok choiced riders yang mempunyai kemampuan membayar diatas kemauan membayar dan mempunyai penghasilan yang relatif tinggi tetapi utilitas terhadap jasa tersebut relatif rendah.

HiAce public transportation is one of the public transportation modes used by the community, especially for those who travel on the Banda Aceh - Lhokseumawe route. The fare of HiAce public transportation directly affects the community’s utility. The problem that this study addresses is how to determine the ideal HiAce transportation fare based on Ability To Pay and Willingness To Pay. The subsidized fuel oil price increase since September 2022 has led to an increase in HiAce public transportation fares. This has an impact on the community’s utility. The purpose of this study is to find out the characteristics of HiAce public transportation users on the Banda Aceh - Lhokseumawe route, and to evaluate HiAce fares based on Ability To Pay (ATP) and Willingness To Pay (WTP) from the passenger’s perspective. This study consists of collecting primary and secondary data. Primary data was obtained by distributing questionnaires to HiAce public transportation users on the Banda Aceh - Lhokseumawe route. The data collection method was done by distributing questionnaires using Simple Random Sampling Technique with Household Budget method to obtain ATP and Stated Preference technique to obtain WTP by directly providing alternative answers to each question. The sample in this study amounted to 150 respondents. Secondary data was obtained from relevant institutes as a basis for determining the population of HiAce public transportation users. The current fare for HiAce public transportation on the Banda Aceh - Lhokseumawe route is Rp140,000. The result of this study is that the ideal HiAce transportation fares that reviewed from the passenger’s perspective as users of HiAce transportation services based on average ATP is Rp175.000 and average WTP is Rp135,000. The ATP fare value is higher than the WTP fare, which indicates that HiAce users are a group of choiced riders who have a higher ability to pay than willingness to pay and have a relatively high income but a relatively low utility for the service.
