Sektor pariwisata memiliki peran yang cukup besar dalam mendukung pertumbuhan ekonomi suatu daerah. provinsi aceh khususnya kota banda aceh dan aceh besar memiliki potensi wisata yang sangat luas seperti wisata bahari, wisata religi serta wisata sejarah dan budaya yang tak hanya menarik bagi wisatawan namun juga dapat mendukung pelaku umkm di sekitar destinasi wisata yang dilayani. dalam rangka mendukung potensi wisata di kota banda aceh dan aceh besar, dinas perhubungan aceh bersama dengan dinas kebudayaan dan pariwisata aceh menghadirkan bus trans meudiwana (bertamasya) sebagai city tour bus, untuk mengoptimalkan jangkauan bus trans koetaradja terhadap objek-objek wisata tersebut. penelitian ini bertujuan untuk mengetahui besarnya tarif bus trans meudiwana berdasarkan biaya operasional kendaraan (bok), ability to pay (atp) dan willingness to pay (wtp) agar dapat digunakan sebagai acuan untuk menentukan kebijakan tarif bus trans meudiwana. tahapan awal penelitian adalah melakukan penyebaran kuesioner langsung kepada pengguna dan calon pengguna bus trans meudiwana untuk memperoleh data primer atp dan wtp. data kemudian diolah bersamaan dengan data sekunder bok yang diperoleh melalui survei dan dinas perhubungan aceh. hasil dari penelitian ini adalah besaran nilai bok sebesar rp 11.500/penumpang, berdasarkan atp umum sebesar rp. 123.000, berdasarkan atp wisata sebesar rp 36.000, berdasarkan wtp sebesar rp 32.000 dan tarif rekomendasi untuk bus trans meudiwana berdasarkan bok sebesar rp 24.000. nilai atpw yang didapatkan lebih tinggi dari nilai wtp kondisi ini menunjukan bahwa kemampuan membayar responden lebih besar dari pada keinginan membayar jasa tersebut atau disebut sebagai choiced rider.

The tourism sector plays a significant role in supporting the economic growth of a region. The province of Aceh, particularly the city of Banda Aceh and Aceh Besar, has vast tourism potential, including marine tourism, religious tourism, as well as historical and cultural tourism. These attractions not only attract tourists but also support micro, small, and medium enterprises (MSMEs) around the tourism destinations. In order to support the tourism potential in Banda Aceh and Aceh Besar, the Aceh Transportation Department, in collaboration with the Aceh Department of Culture and Tourism, has introduced the Meudiwana Trans Bus (Bertamasya) as a city tour bus to optimize the reach of the Koetaradja Trans Bus to these tourist attractions. This study aims to determine the fare for the Trans Meudiwana Bus based on the vehicle's operational costs (VOC), Ability To Pay (ATP), and Willingness To Pay (WTP), in order to use it as a reference for determining the fare policy for the Trans Meudiwana Bus. The initial stage of the research involves distributing questionnaires directly to Trans Meudiwana Bus users to obtain primary data on ATP and WTP. The data is then processed together with secondary data on VOC obtained through surveys and the Aceh Transportation Department. The results of this study indicate that the value of VOC is Rp 11.500/passenger, the general ATP fare is Rp 123,000, the tourism-based ATP fare is Rp 36,000, the WTP fare is Rp 32,000 and the recommended fare for Trans Meudiwana bus based on VOC is Rp 24.000. The obtained ATPW value is higher than the WTP value, indicating that the respondents' ability to pay is greater than their willingness to pay for the service, or commonly referred to as a choiced rider.
