abstrak hadirnya akses internet memudahkan segala urusan tanpa jarak dan batasan. di era pesatnya digitalisasi akses internet menjadi pilar utama dalam melakukan kegiatan. permasalahan yang diangkat dalam penelitian ini ialah berkenaan dengan belum merata akses internet di beberapa desa di kabupaten simeulue, sehingga masyarakat kesulitan mengakses internet dengan nyaman bahkan untuk jaringan seluler masih berada di luar jangkauan. tujuan penelitian ingin mengetahui bagaimana pemerintah berperan memenuhi akses layanan internet serta dampak penggunaannya bagi masyarakat. penelitian ini menggunakan teori peran yang dicetuskan oleh biddle dan thomas, dan konsep teknologi informasi. penelitian ini memakai tata cara penelitian pendekatan deskriptif kualitatif dengan metode menggambarkan kondisi yang terjadi di lapangan. dalam menganalisis informasi memakai metode reduksi informasi, penyajian informasi, serta penarikan kesimpulan. hasil penelitian ini, ada beberapa upaya pemerintah yang dilakukan pemerintah kabupaten simeulue dalam mengupayakan pemerataan akses internet dalam menjalankan perannya, pertama sebagai regulator. kedua, sebagai dinamisator. ketiga, sebagai fasilitator. terakhir, peran pemerintah sebagai katalisator. sedangkan dampak pembangunan infrastruktur jaringan internet terhadap masyarakat simeulue, berdasarkan hasil lapangan peneliti menulis empat dampak yaitu, pertama dampak pada bidang kesehatan. kedua dampak pada bidang pendidikan. ketiga dampak pada bidang ekonomi. terakhir dampak pada bidang sosial budaya. berdasarkan temuan peneliti, peranan pemerintah belum sepenuhnya berjalan baik. hingga penghujung tahun 2022 akses internet di simeulue belum merata serta masih banyaknya desa yang mana akses internetnya lemah. pemerintah diharapkan fokus melakukan suatu pembangunan dan terus berkomitmen serta memperhatikan kondisi geografis dalam pembangunan telekomunikasi yang dilakukan, agar fasilitas dan layanan yang dihadirkan untuk masyarakat menjadi lebih baik dan guna meningkatkan pertumbuhan ekonomi daerah. kata kunci: peran pemerintah, akses internet, kabupaten simeulue.

ABSTRACT The presence of internet access facilitates all matters without distance and limitations. In the era of rapid digitalization, internet access is the main pillar in carrying out activities. The problem raised in this research is regarding the uneven internet access in several villages in Simeulue Regency, so that people have difficulty accessing the internet comfortably even for cellular networks that are still out of reach. The purpose of the research is to find out how the government plays a role in fulfilling access to internet services and the impact of its use on society. This research uses the role theory coined by Biddle and Thomas, and the concept of information technology. This research uses a descriptive qualitative approach research procedure with a method of describing the conditions that occur in the field. In analyzing information using the method of reducing information, presenting information, and drawing conclusions. The results of this study, there are several government efforts made by the Simeulue Regency government in seeking equitable distribution of internet access in carrying out its role, first as a regulator. Second, as a dynamizer. Third, as a facilitator. Finally, the government's role as a catalyst. While the impact of internet network infrastructure development on the people of Simeulue, based on the results of the field researchers wrote four impacts, namely, first the impact on the health sector. Second, the impact on the education sector. Third, the impact on the economic sector. Finally, the impact on the socio-cultural field. Based on the findings of the researchers, the role of the government has not fully run well. Until the end of 2022 internet access in Simeulue has not been evenly distributed and there are still many villages where internet access is weak. The government is expected to focus on carrying out a development and continue to be committed and pay attention to geographical conditions in the development of telecommunications carried out, so that the facilities and services presented to the community are better and to increase regional economic growth.
