Analisis kebutuhan dan penentuan prioritas pembangunan tps 3r di kabupaten aceh besar ismadi nim 2004201010042 program studi magister teknik sipil jurusan teknik sipil - fakultas teknik universitas syiah kuala pemerintah kabupaten aceh besar pada tahun 2020 telah mengusulkan pembangunan tps 3r di kecamatan lhoknga dan ingin jaya, pada kementerian pekerjaan umum dan perumahan rakyat republik indonesia. permasalahan pertama adalah dari dua kecamatan yang diusulkan, bila dilihat dari timbulan sampah terbanyak masih terdapat 4 kecamatan lainnya yang perlu diusulkan seperti kecamatan darul imarah, kuta baro, mesjid raya, dan baitussalam. permasalahan kedua adalah mengingat program tps 3r di indonesia tidak semuanya berjalan baik dan bahkan tidak beroperasi sama sekali, maka 6 kecamatan yang dicarikan prioritas pembangunan juga perlu dianalisis kebutuhan masyarakat. penelitian ini bertujuan untuk mengetahui urutan prioritas pembangunan tps 3r di kabupaten aceh besar dan untuk mengetahui persepsi masyarakat kabupaten aceh besar terhadap kebutuhan tps 3r. penelitian ini tidak meninjau desa sebagai calon lokasi pembangunan tps 3r, tetapi meninjau 2 kecamatan yang diusulkan oleh pemerintah kabupaten aceh besar (lhoknga dan ingin jaya) dan 4 kecamatan lainnya yang mempunyai timbulan sampah terbanyak (darul imarah, kuta baro, mesjid raya, dan baitussalam). penelitian ini menggunakan pendekatan metode kuantitatif melalui kuesioner. responden untuk identifikasi urutan prioritas pembangunan tps 3r ditujukan kepada 6 pihak pemangku kepentingan dan pengambil kebijakan (stakeholders) melalui teknik purposive sampling. responden untuk identifikasi kebutuhan tps 3r ditujukan kepada 100 masyarakat kabupaten aceh besar melalui teknik proportionate stratified random sampling. kriteria yang ditinjau adalah kriteria lahan, kerawanan sampah, cakupan pelayanan, geografis, partisipasi masyarakat, dan ketersediaan pengelola. teknik analisis data digunakan analytical hierarchy process (ahp), uji validitas, uji reliabilitas, dan statistik deskriptif. urutan prioritas pembangunan tps 3r di kabupaten aceh besar adalah kecamatan darul imarah, kecamatan kuta baro, kecamatan ingin jaya, kecamatan lhoknga, kecamatan baitussalam, dan kecamatan mesjid raya. masyarakat kabupaten aceh besar berpersepsi bahwa kawasannya rawan terhadap sampah, sampah di kawasannya dikelola secara kurang baik, kawasannya butuh pembangunan tps 3r, siap untuk berpartisipasi membayar iuran sampah, siap untuk berpartisipasi menyediakan wadah sampah pada rumah tangga, siap untuk berpartisipasi memilah sampah rumah tangga, dan setuju pada kawasannya dibangun tps 3r. kata kunci: prioritas, pembangunan, tps 3r, kriteria, alternatif, ahp

ANALYSIS OF REQUIREMENTS AND DETERMINATION OF PRIORITIES FOR THE DEVELOPMENT OF 3R TPS IN ACEH BESAR REGENCY Ismadi Student Number 2004201010042 Master Program of Civil Engineering Civil Engineering Department of Engineering Faculty University Syiah Kuala Abstract The Aceh Besar District Government in 2020 has proposed the construction of 3R TPS in Lhoknga and Ingin Jaya Districts, at the Ministry of Public Works and Public Housing of the Republic of Indonesia. The first problem is that of the two proposed sub-districts, when viewed from the most waste generation, there are still 4 other sub-districts that need to be proposed, such as the Districts of Darul Imarah, Kuta Baro, Mesjid Raya, and Baitussalam. The second problem is considering that not all of the 3R TPS program in Indonesia is running well and even not operating at all, the 6 sub-districts that are looking for development priorities also need to be analyzed for community needs. This study aims to determine the order of priority for the development of 3R TPS in Aceh Besar District and to determine the perception of the people of Aceh Besar District on the need for 3R TPS. This study does not review villages as potential sites for the construction of 3R TPS, but reviews 2 subdistricts proposed by the Aceh Besar District Government (Lhoknga and Ingin Jaya) and 4 other sub-districts that have the most waste generation (Darul Imarah, Kuta Baro, Mesjid Raya, and Baitussalam). This study uses a quantitative method approach through a questionnaire. Respondents to identify the priority order of TPS 3R development were addressed to 6 stakeholders and policy makers (stakeholders) through purposive sampling technique. Respondents to identify the need for 3R TPS were addressed to 100 people in Aceh Besar District through proportionate stratified random sampling technique. The criteria reviewed are land criteria, waste insecurity, service coverage, geography, community participation, and availability of managers. Data analysis techniques used Analytical Hierarchy Process (AHP), validity test, reliability test, and descriptive statistics. The order of priority for the construction of 3R TPS in Aceh Besar District is Darul Imarah District, Kuta Baro District, Ingin Jaya District, Lhoknga District, Baitussalam District, and Mesjid Raya District. The people of Aceh Besar District perceive that the area is prone to waste, the waste in the area is poorly managed, the area needs the construction of a 3R TPS, is ready to participate in paying waste fees, is ready to participate in providing household waste containers, is ready to participate in sorting household waste, and agreed to build 3R TPS in the area.
