Pemanfaatan gas bumi di dalam negeri terus ditingkatkan pada berbagai industri. salah satu penyebab kurangnya pemanfaatan gas bumi disebabkan oleh keterbatasan infrastruktur jaringan pipa transmisi dan distribusi gas bumi. pemerintah terus mendorong pemanfaatan gas bumi domestik melalui pembangunan infrastruktur gas bumi guna menstimulasi industri. jaringan transmisi gas melalui pipa (pipeline) yang telah dibangun (existing) dikembangkan berdasarkan kebutuhan proyek dan belum membentuk sistem yang terintegrasi antar jaringan pipa transmisi. pasokan sumber gas bumi di aceh bersumber dari kontraktor kontrak kerja sama (kkks) yang melakukan kegiatan ekploitasi serta kegiatan regasifikasi. pemanfaatan gas bumi dialirkan untuk keperluan industri pupuk, kelistrikan, kebutuhan jaringan gas rumah tangga serta kebutuhan industri yang dialirkan melalui pipa transmisi ruas arun – belawan (arbel). untuk itu, rencana pembangunan fasilitas jaringan pipa transmisi gas bumi ruas arun – banda aceh (arban) menjadi kebutuhan dasar bagi pelaku usaha dan masyarakat untuk menumbuhkan industri di aceh dan sekitarnya serta memenuhi kebutuhan masyarakat melalui jaringan gas rumah tangga sepanjang jalur tersebut. penelitian ini bertujuan untuk menghitung kelayakan atas pembangunan jaringan pipa transmisi gas bumi. metode yang akan digunakan dalam penelitian ini menggunakan metode engineering project melalui pendekatan economics valuation yang dapat menghasilkan nilai atas kelayakan proyek. dari hasil penelitian yang dilakukan mendapatkan hasil positif pada scenario keempat dengan internal rate of return sebensar 18,62% dan masa pengambalian investasi (payback periode) sebesar 5,88 tahun (5 tahun 11 bulan 2 hari). hal ini menunjukkan positif investasi atas rencana pembangunan jaringan gas transmisi gas bumi arun – banda aceh dan dapat dijalankan.



Abstract

The use of natural gas in the country continues to be improved in various industries. One of the causes of the lack of natural gas utilization is due to the limited infrastructure of natural gas transmission and distribution pipelines. The government continues to encourage the use of domestic natural gas through the development of natural gas infrastructure to stimulate industry. The existing gas transmission network through pipelines is developed based on project needs and has not yet formed an integrated system between transmission pipelines. The supply of natural gas sources in Aceh is sourced from PSC Contractors (KKKS) who carry out exploitation activities and regasification activities. The use of natural gas is flowed for the purposes of the fertilizer industry, electricity, household gas network needs and industrial needs which are flowed through the Arun - Belawan (ARBEL) section transmission pipeline. For this reason, the plan to build a natural gas transmission pipeline facility for the Arun - Banda Aceh (ARBAN) section is a basic need for business and the community to grow industries in Aceh and its surroundings and meet the needs of the community through a household gas network along the route. This study aims to calculate the feasibility of the development of natural gas transmission pipelines. The method used in this study was the engineering project method through an economics valuation approach to get value for the feasibility of the project. The results of the study conducted showed positive results in the fourth scenario with an Internal Rate of Return of 18.62% with an investment application period (Payback Period) of 5.88 years (5 Years 11 Months 2 Days). This shows positive investment in the planned development of the Arun – Banda Aceh natural gas transmission gas network and can be carried out.
