Abstrak rumah dhuafa merupakan suatu hal yang sangat penting bagi setiap orang untuk tempat tinggal dan tempat berkumpul bersama keluarga. tetapi masih banyak rakyat aceh yang tinggal dirumah tidak layak ditempati. dengan kondisi seperti ini pemerintah aceh membuat program rumah bantuan untuk kaum dhuafa di seluruh aceh dengan tujuan agar tersedianya rumah yang layak ditempati dengan kondisi yang baik dan lingkungan yang sehat. tujuan dari penelitian ini adalah untuk mengetahui faktor-faktor risiko yang terjadi pada pelaksanaan proyek pembangunan rumah dhuafa di provinsi aceh dan mengetahui potensi kemunculan risiko serta besar dampak risiko yang terjadi terhadap waktu, biaya dan mutu. berdasarkan data yang didapatkan diperoleh sampel sebanyak 45 pekerjaan proyek pembangunan rumah dhuafa pada kabupaten/kota di provinsi aceh tahun anggaran 2021 untuk wilayah kota sabang-banda aceh, kabupaten aceh besar, dan pidie, bireuen, lhokseumawe-aceh utara. uji data dilakukan dengan uji validitas dan reliabilitas, sedangkan analisis data dilakukan dengan analisis frequency index (fi) dan severity index (si). dari hasil penelitian ditemui 79 variabel risiko dari 14 faktor yang berdampak pada pelaksanaan proyek pembangunan rumah dhuafa. variabel risiko yang paling sering terjadi yaitu keadaan cuaca tidak menentu, kenaikan harga material, change order, peningkatan biaya kerja, perubahan perencanaan yang timbul dari hasil pengukuran dan penyelidikan lapangan, dan dokumen perencanaan berbeda dengan kondisi lapangan. variabel risiko yang paling berdampak terhadap waktu dan mutu adalah variabel risiko keadaan cuaca tidak menentu. sedangkan variabel risiko yang paling berdampak terhadap biaya ialah variabel kenaikan harga material. kata kunci: faktor, risiko, pelaksanaan, rumah dhuafa, dampak

Abstract Dhuafa house is something that is very important for everyone as a place to live and a place to gather with family. But there are still many Acehnese who live in unfit houses. Under these conditions the Aceh government created a housing assistance program for the Dhuafa throughout Aceh with the aim of providing decent housing with good conditions and a healthy environment. The purpose of this study was to determine the risk factors that occur in the implementation of the housing construction project for the poor in Aceh Province and to determine the potential for risk occurrence and the magnitude of the impact of the risk on time, cost and quality. Based on the data obtained, a sample of 45 projects for the construction of houses for the poor in districts/cities in Aceh Province for the 2021 budget year for the City of Sabang-Banda Aceh, Aceh Besar District, and Pidie, Bireuen, Lhokseumawe-North Aceh. Data testing was carried out by testing the validity and reliability, while data analysis was carried out by analyzing the Frequency Index (FI) and Severity Index (SI). The results of the study found 79 risk variables from 14 factors that had an impact on the implementation of the dhuafa housing development project. The risk variables that most often occur are uncertain weather conditions, material price increases, change orders, increased work costs, changes in planning arising from the results of measurements and field investigations, and planning documents that are different from field conditions. The risk variable that has the most impact on time and quality is the risk variable of uncertain weather conditions.
