abstrak undang-undang nomor 6 tahun 2014 tentang desa menyatakan bahwa pembangunan dan pemberdayaan masyarakat desa bisa ditempuh melalui upaya pendampingan, implementasi dari undang-undang nomor 6 tahun 2014 tentang desa, pemerintah menyediakan pendamping lokal desa yang berkedudukan langsung di desa. pendamping lokal desa adalah sebuah jabatan yang bertugas mendampingi desa serta membantu kinerja pendamping desa yang berkedudukan di kecamatan. pendamping lokal desa memiliki peranan yang sangat vital dan sangat penting dalam pengembangan sebuah desa. salah satu tugasnya ialah mendampingi desa dalam berbagai kegiatan yang dilakukan oleh masyarakat, mengarahkan aparatur desa dalam mengelola anggaran dana, dan ikut berperan dalam program pemberdayaan masyarakat. namun realita dilapangan masih ada pendamping lokal desa yang belum maksimal dalam menjalankan perannya dalam pemberdayaan masyarakat secara optimal. tujuan penelitian ini adalah untuk melihat bagaimana peran pendamping lokal desa dalam pemberdayaan masyarakat di desa simpang balek kecamatan wih pesam kabupaten bener meriah , serta apa saja faktor penghambat pendamping lokal desa dalam pemberdayaan di desa simpang balek kecamatan wih pesam kabupaten bener meriah. metode yang digunakan dalam penelitian ini kualitatif dengan pendekatan deskriptif kualitatif. teori yang digunakan dalam penelitian ini adalah teori peran. hasil penelitian ini menunjukkan bahwa peran dari pendamping lokal desa belum maksimal. belum maksimalnya pendamping lokal desa dalam menjalankan peranannya dapat dilihat dari 4 indikator yaitu, peran pendamping lokal desa dalam hal fasilitasi, edukasional, perwakilan, dan teknis. adapun faktor penghambat tercapainya pemberdayaan masyarakat ada 3 faktor penghambat antara lain, beban kerja pendamping lokal desa, aksebilitas dan rendahnya partisipasi masyarakat. diharapkan pendamping lokal desa harus mengoptimalkan perannya dalam hal memberdayakan masyarakat melalui program yang sudah dibuat, pemerintah khususnya kementerian desa, pembangunan transmigrasi (pdtt) perlu mengkaji ulang regulasi tentang tugas dari pld kata kunci: peran, pendamping lokal desa, pemberdayaan, bener meriah

ABSTRACT Law Number 6 of 2014 concerning villages states that the Development and Empowerment of rural communities can be pursued through mentoring efforts, implementation of Law Number 6 of 2014 concerning villages, the Government provides Village Local Assistants who are domiciled directly in the village. Village Local Facilitator is a position in charge of assisting the village and assisting the performance of the Village Assistant who is domiciled in the District. Local Village Facilitators have a very vital and very important role in the development of a village. One of his duties is to assist the village in various activities carried out by the community, direct the village apparatus in managing the budget, and take part in community empowerment programs. However, the reality in the field is that there are still Village Local Facilitators who have not been optimal in carrying out their roles in community empowerment optimally. The purpose of this study was to see how the role of local village facilitators in community empowerment in Simpang Balek Village, Wih Pesam District, Bener Meriah Regency, and what were the inhibiting factors for local village facilitators in empowerment in Simpang Balek Village, Wih Pesam District, Bener Meriah Regency. The method used in this research is qualitative with a qualitative descriptive approach. The theory used in this research is role theory. The results of this study indicate that the role of the Village Local Facilitator has not been maximized. Village Local Facilitators are not yet maximal in carrying out their roles, which can be seen from 4 indicators, namely, the Roles of Local Village Facilitators in terms of facilitation, education, representation, and technical aspects. As for the inhibiting factors for achieving community empowerment, there are 3 inhibiting factors, among others, the workload of the Local Village Facilitator, accessibility and low community participation. It is hoped that the Local Village Facilitator must optimize its role in terms of empowering the community through programs that have been made, the government, especially the Ministry of Villages, Transmigration Development (PDTT) needs to review the regulations on the duties of the PLD Keywords: Role, Local Village Assistants, Empowerment, Bener Meriah
