Berdasarkan peraturan menteri dalam negeri republik indonesia nomor 25 tahun 2021, dinas penanaman modal dan pelayanan terpadu satu pintu memiliki tugas merumuskan dan melaksanakan kebijakan dibidang penanaman modal serta penyelenggaraan pelayanan administratif, yang meliputi penanaman modal, perizinan, dan non perizinan secara terpadu. dalam realitanya, masih terdapat permasalahan yaitu iklim investasi dan bisnis di kota banda aceh dinilai masih belum kondusif, hal tersebut dibuktikan dari rendahnya nilai realisasi investasi, belum maksimalnya pengelolaan dana investasi, rendahnya kualitas sarana dan prasarana, serta diakibatkan oleh penerapan peraturan yang belum optimal. penelitian ini bertujuan untuk mengetahui peran, hambatan dan upaya dpmptsp dalam meningkatkan iklim investasi dan bisnis di kota banda aceh. penelitian ini menggunakan teori peran dan upaya yang bertujuan untuk melihat dimensi peranan yang mampu diwujudkan dpmptsp dalam meningkatkan iklim investasi dan bisnis di kota banda aceh, penelitian ini menggunakan metode penelitian dengan pendekatan deskriptif kualitatif, dalam menganalisis data menggunakan teknik reduksi data, penyajian data dan penarikan kesimpulan. hasil penelitian menunjukkan dpmptsp belum mampu memberikan peranan secara maksimal dalam beberapa dimensi yang ada, yaitu dimensi peran sebagai alat komunikasi dan dimensi peran sebagai alat penyelesaian sengketa, hal tersebut dikarenakan dpmptsp belum mampu memaksimalkan penerapan komunikasi dua arah, serta dpmptsp dinilai belum mampu berperan dalam penyelesaian sengketa yang terjadi. dpmptsp memiliki hambatan dalam mewujudkan perananannya, yaitu kurangnya anggaran promosi, permasalahan geografis, penerapan qanun lembaga keuangan syariah yang belum maksimal, serta permasalahan yang berkaitan dengan sarana dan prasarana. dpmptsp telah berupaya untuk menyelesaikan hambatan tersebut, melalui kerjasama antar instansi, pemilihan sektor investasi dan bisnis unggulan, pendampingan dan pengawasan serta peningkatan sarana dan prasarana. diharapkan dpmptsp mampu meningkatkan promosi, meningkatkan sarana dan prasarana, melakukan sosialisasi dan edukasi serta mampu meningkatkan nilai realisasi investasi melalui pemilihan sektor investasi dan bisnis unggulan.

Based on the Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 25 of 2021, the Office of Investment and One Stop Services has the task of formulating and implementing policies in the field of investment and administering administrative services, which include investment, licensing, and non-licensing in an integrated manner. In reality, there are still problems, namely the investment and business climate in Banda Aceh City is still considered not conducive, this is evidenced by the low value of investment realization, not yet optimal management of investment funds, low quality of facilities and infrastructure, and caused by the implementation of regulations that have not been optimal. This study aims to determine the role, obstacles and efforts of DPMPTSP in improving the investment and business climate in Banda Aceh City. This study uses role theory and efforts that aim to see the dimensions of the role that DPMPTSP can realize in improving the investment and business climate in Banda Aceh City, this study uses research methods with a qualitative descriptive approach, in analyzing data using data reduction techniques, data presentation and withdrawal. conclusion. The results show that DPMPTSP has not been able to provide a maximum role in several existing dimensions, namely the role dimension as a communication tool and the role dimension as a dispute resolution tool, this is because DPMPTSP has not been able to maximize the application of two-way communication, and DPMPTSP is considered not able to play a role in settlement disputes that occur. DPMPTSP has obstacles in realizing its role, namely the lack of a promotion budget, geographical problems, the implementation of the Qanun on Islamic Financial Institutions that has not been maximized, as well as problems related to facilities and infrastructure. DPMPTSP has attempted to resolve these obstacles, through cooperation between agencies, selection of the leading investment and business sectors, assistance and supervision as well as improvement of facilities and infrastructure. It is hoped that DPMPTSP will be able to increase promotion, improve facilities and infrastructure, conduct socialization and education and be able to increase the value of investment realization through the selection of leading investment and business sectors.
