Pertumbuhan kendaraan pribadi di banda aceh semakin meningkat setiap tahunnya, hal tersebut tentu akan menimbulkan permasalahan transportasi. menyikapi hal tersebut, pemerintah aceh melalui dinas perhubungan provinsi aceh menyediakan angkutan umum massal bus trans koetaradja, yang diharapkan mampu mengurangi permasalahan transportasi tersebut. sejak bus trans koetaradja beroperasi sampai dengan saat ini, dinas perhubungan aceh masih belum menetapkan tarif kepada pengguna bus tersebut. tujuan penelitian ini adalah untuk mendapatkan tarif yang efektif berdasarkan biaya operasional kendaraan dan menghitung kelayakan finansial bus trans koetaradja koridor 2b (pusat kota-ulee lheue). penelitian ini terdiri dari pengumpulan data primer yang diperoleh berdasarkan survey lapangan berupa jumlah penumpang dan data sekunder yang diperoleh dari dinas perhubungan aceh berupa biaya operasional kendaraan bus trans koetaradja koridor 2b. pada koridor ini terdapat 8 unit bus yang beroperasi, yaitu 5 bus besar dan 3 bus sedang dengan panjang rute 6,26 km. biaya operasional kendaraan untuk 8 unit bus pada koridor 2b sebesar rp. 1.900.000.000,- per tahun. hasil analisis tarif koridor 2b menggunakan nilai bok dan load factor 33% dengan metode departemen perhubungan (2002), yaitu sebesar rp.3.600,-. hasil analisis kelayakan finansial selama 15 tahun pengoperasian bus dengan menggunakan discount rate 8%, 10%, 12% dan 15% diperoleh irr pada kondisi npv=0 dan bcr=1 sebesar 10,06%, sehingga bus trans koetaradja koridor 2b dinyatakan layak secara finansial pada discount rate 8% dan 10%, sedangkan pada discount rate 12% dan 15% dinyatakan tidak layak secara finansial dengan payback period tertinggi terjadi pada discount rate 8% dimana jangka waktu pengembalian modal terjadi pada tahun ke-14. kata kunci : trans koetaradja, tarif, bok, kelayakan finansial

The growth of private vehicles in Banda Aceh is increasing every year, this will certainly cause transportation problems. In response to this, the Aceh Government through the Aceh Provincial Transportation Service has provided mass public transportation, the Trans Koetaradja Bus, which is expected to be able to reduce these transportation problems. Since the Trans Koetaradja Bus has been operating until now, the Aceh Transportation Service has not set tariff for the bus users. The purpose of this study was to obtain an effective fare based on vehicle operating costs and to calculate the financial feasibility of the Trans Koetaradja Bus Corridor 2B (City Center-Ulee Lheue). This research consists of collecting primary data obtained based on field surveys in the form of the number of passengers and secondary data obtained from the Aceh Transportation Service is in the form of operational costs for the Trans Koetaradja Bus Corridor 2B. In this corridor there are 8 bus units operating, namely 5 large buses and 3 medium buses with a route length of 6.26 km.Vehicle operating costs for 8 buses in corridor 2B are Rp. 1900,000,000,- each year. The result of corridor 2B tariff analysis uses the VOC value and a load factor of 33% using the Ministry of Transportation method (2002), which is Rp. 3,600,-. The results of the financial feasibility analysis for 15 years of bus operation using discount rates of 8%, 10%, 12% and 15% obtained IRR at conditions NPV = 0 and BCR = 1 of 10.06%, so the Trans Koetaradja Bus corridor 2B is stated financially feasible at discount rates of 8% and 10%, while at discount rates of 12% and 15% declared financially unfit with the highest payback period occurring at a discount rate of 8% where the payback period occurred in the 14th year.
