Tesis strategi pengembangan rencana pusat pertumbuhan baru desa samar kilang kecamatan syiah utama kabupaten bener meriah d e v n a nim. 1904201010033 program studi magister teknik sipil jurusan teknik sipil – fakultas teknik universitas syiah kuala abstrak target program kota terpadu mandiri (ktm) samar kilang kecamatan syiah utama kabupaten bener meriah adalah menciptakan kawasan perkotaan baru berorientasi pengelolaan sumber daya alam berkelanjutan. penentuan unsur pendukung serta pemilihan unsur penunjang wilayah merupakan kendala dalam pengembangan kawasan pedesaan menjadi perkotaan. tujuan penelitian adalah menganalisis penentuan unsur pendukung serta pemilihan unsur penunjang sebagai strategi pengembangan ktm dengan konsep growth pole theory. penelitian memakai metode kuantitatif dengan data primer dari observasi lapangan, sedangkan data sekunder dari dokumentasi badan pusat statistik aceh dan instansi pemerintah. analisis data penentuan unsur pendukung wilayah menggunakan metode model gravitasi dan teori titik henti, sedangkan pemilihan unsur penunjang wilayah menggunakan metode location quotient analysis, shift share analysis, model rasio pertumbuhan, tipologi klassen analysis, dan overlay. hasil penelitian menyatakan unsur pendukung wilayah terhadap interaksi keruangan pergerakan penduduk jalur darat dominan mengarah ke kabupaten aceh utara senilai 10.496.116 dan batas wilayah fungsional seluas 4.199,35 hektar, sedangkan unsur penunjang wilayah peranan pengeseran pertumbuhan sektor basis dan acuan prioritas kebutuhan infrastuktur yaitu sektor jasa keuangan dan asuransi (52,50%), konstruksi (12,50%), pertanian, kehutanan, dan perikanan (10%), penyedia akomodasi dan makan minum (10%), industri pengolahan (7,5%), transportasi dan pergudangan (5%), pertambangan dan penggalian (2,5%). konsep ideal pengembangan ktm dengan konsep kota agropolitan. kata kunci : kota terpadu mandiri, interaksi keruangan wilayah, batas wilayah fungsional, sektor basis.

THESIS STRATEGY FOR DEVELOPING NEW GROWTH CENTER PLAN SAMAR KILANG VILLAGE SYIAH UTAMA DISTRICT KABUPATEN BENER MERIAH Devna NIM. 1904201010033 Masters Program Of Civil Engineering Civil Engineering Department of Engineering Faculty Universitas Syiah Kuala ABSTRACT The target of the Samar Kilang Independent Integrated City (IIC) program, Syiah Utama District, Kabupaten Bener Meriah is to create a new urban area oriented towards sustainable natural resource management. Determination of supporting elements and the selection of regional supporting elements are obstacles in the development of rural areas into urban areas. The purpose of the study was to analyze the determination of supporting elements and the selection of supporting elements as a strategy for developing IIC with the concept of Growth Pole Theory. The study used quantitative methods with primary data from field observations, while secondary data was from the documentation of the Aceh Central Statistics Agency and government agencies. The data analysis for determining the supporting elements of the region uses the Gravity Model method and the Breaking Point theory, while the selection of the supporting elements for the region uses the methods of Location Quotient Analysis, Shift Share Analysis, Growth Ratio Model, Typology Klassen Analysis, and Overlay. The results of the study state that the supporting elements of the region on the spatial interaction of the population movement of the dominant land route leading to North Aceh Regency are 10,496,116 and the functional area boundary is 4,199.35 hectares, while the supporting elements of the region are the role of shifting the growth of the base sector and the priority reference for infrastructure needs, namely the service sector. Finance and Insurance (52.50%), Construction (12.50%), Agriculture, Forestry and Fisheries (10%), Accommodation and Food and Drink Providers (10%), Manufacturing Industry (7.5%), Transportation and Warehousing (5%), Mining and Quarrying (2.5%).
