Menteri pertanian dalam lampiran nomor 472/kpts/rc.040/6/2018 telah menetapkan daerah aceh selatan sebagai lokasi kawasan pertanian nasional dengan komoditas pala sebagai komoditas prioritas. namun daerah aceh selatan belum sepenuhnya peduli terhadap nasib industri pala sekarang ini, padahal sebelumnya industri pala menjadi potensi dan sumber pendapatan di aceh selatan. tujuan penelitian ini adalah untuk mengetahui dan menjelaskan faktor yang menjadi penghambat dalam menjadikan industri pala sebagai sumber pendapatan daerah. metode penelitian menggunakan penelitian kualitatif dengan pendekatan deskriptif. teknik pengumpulan data observasi, wawancara. hasil penelitian menunjukkan bahwa belum maksimalnya upaya pemerintah aceh selatan dalam menjadikan industri pala sebagai sumber pendapatan daerah kembali. faktor yang menjadi penghambat industri pala kembali menjadi sumber pendapatan daerah adalah pemerintah yang kurang maksimal dalam penanganan industri pala ,ketidakharmonisan forum pala dan pemerintah aceh selatan dan belum ditemukannya obat yang mengatasi penyakit pala ini. padahal forum pala telah bekerjasama dengan peneliti ipb,ugm,unsyiah dan undp amerika serikat untuk menemukan obat yang mujarab,tetapi hal itupun masih belum juga mampu mengobati penyakit pala. berbeda dengan pemerintah aceh selatan yang sudah menyerah dan menyerahkan masalah ini sepenuhnya terhadap forum pala untuk menyembuhkan dan mengembalikan pala seperti dahulu. tetapi menurut forum pala pemerintah kabupaten aceh selatan tidak bekerja secara maksimal dalam menangani masalah industri pala ini, faktanya sudah bertahun-tahun pala ini mati tetapi belum ditemukan obatnya. masyarakat juga sangat kecewa dengan kinerja pemerintah karena mereka tidak bekerja benar-benar untuk menemukan obat pala ini. hambatan yang dihadapi oleh pemerintah aceh selatan sudah cukup lama dan sampai sekarang belum ada obat yang dapat mencegah penyakit pala tersebut. seharusnya pemerintah aceh selatan harus fokus membuat riset berkelanjutan dan harus fokus mengembalikan kejayaan industri pala dan petani pala seperti dahulu agar industri pala dapat kembali menjadi sumber pendapatan daerah dan juga pemerintah harus meningkatkan kinerjanya dalam menangani masalah tersebut. kata kunci : pemberdayaan industri pala, sumber pendapatan, upaya pemerintah

The Minister of Agriculture in Appendix Number 472/Kpts/Rc.040/6/2018 has determined the South Aceh area as the location of a national agricultural area with nutmeg as a priority commodity. However, the South Aceh region has not fully cared about the current fate of the nutmeg industry, whereas previously the nutmeg industry was a potential and source of income in South Aceh. The purpose of this study is to identify and explain the factors that become obstacles in making the nutmeg industry a source of regional income. The research method uses qualitative research with a descriptive approach. Data collection techniques Observation, interviews. The results of the study indicate that the South Aceh Government's efforts have not been maximized in making the nutmeg industry a source of regional income again. The factors that hinder the nutmeg industry from becoming a source of regional income are the government which is less than optimal in handling the nutmeg industry, the disharmony of the nutmeg forum and the government of South Aceh and the absence of a drug to treat this nutmeg disease. Even though the Nutmeg Forum has collaborated with researchers from IPB, UGM, Unsyiah and UNDP in the United States to find an efficacious drug, but even then it has not been able to treat nutmeg disease. In contrast to the South Aceh Government, which has given up and handed over this issue completely to the nutmeg forum to heal and restore nutmeg to how it used to be. However, according to the Nutmeg forum, the South Aceh Regency government is not working optimally in dealing with the problem of the nutmeg industry, the fact is that this nutmeg has been dead for years but no cure has been found. The community is also very disappointed with the government's performance because they are not really working to find this medicine for nutmeg. The obstacles faced by the South Aceh Government have been long enough and until now there is no medicine that can prevent the nutmeg disease. The South Aceh government should focus on making sustainable research and should focus on restoring the former glory of the nutmeg industry and nutmeg farmers so that the nutmeg industry can return to being a source of regional income and also the government must improve its performance in dealing with these problems.
