ABSTRAK
Jaminan Kesehatan Rakyat Aceh (JKRA) merupakan program Gubernur yang bertujuan untuk memberikan kesehatan gratis kepada seluruh masyarakat Aceh, dengan tujuan meningkatkan akses, pemerataan dan mutu pelayanan kesehatan terhadap seluruh penduduk Provinsi Aceh guna tercapainya derajat kesehatan masyarakat yang optimal secara efektif dan efisien. Dalam hal ini implementasi Jaminan Kesehatan Rakyat Aceh dalam meningkatkan pelayanan kesehatan masyarakat hal ini dapat diwujudkan dalam Peraturan Gubernur Aceh Nomor 7 Tahun 2016 Tentang Pedoman Pelaksanan Jaminan Kesehatan Rakyat Aceh pada Pasal 2 disebutkan bahwa JKRA bermaksud mewujudkan jaminan kesehatan bagi seluruh penduduk Aceh yang berkeadilan, tanpa membedakan status sosial, ekonomi, agama, jenis kelamin dan usia dalam rangka meningkatkan produktifitas. Tujuan dari penelitian ini adalah untuk mengetahui konsep kebijakan Jaminan Kesehatan Aceh (JKRA) di terapkan dan untuk mengetahui Implementasi Jaminan Kesehatan Aceh (JKRA) dalam meningkatkan pelayanan kesehatan masyarakat dalam lingkup Rumah Sakit Meuraxa Banda Aceh. Penelitian ini dilakukan di Rumah Sakit Meuraxa Banda Aceh. Jenis penelitian yang dilakukan adalah penelitian Kualitatif. Hasil penelitian ini menunjukkan dengan adanya program JKRA dapat membantu masyarakat untuk berobat ke pukesmas maupun rumah sakit terutama yang mengalami sakit parah, namun dari segi mekanisme pelayanan JKRA baik pada pelayanan kesehatan dasar maupun pelayanan kesehatan lanjutan masih belum optimal di implementasikan.

ABSTRACT
Health Insurance For the People of Aceh (JKRA) is a program that aims to give the governor free healthcare to the people of Aceh, with the aim of improving access, equity and quality of health care to the entire population of the province of Aceh in order to achieve an optimal level of public health effectively and efficiently. In this case the implementation of the program JKRA in improving public health services this can be realized in the Regulation of the Governor of Aceh No. 7 of 2016 on Guidelines for Implementation of Health Insurance For the People of Aceh in Article 2 states that the JKRA intends to realize the health insurance for the entire population of Aceh justice, regardless of status social, economic, religious, gender and age in order to improve productivity. The purpose of this study was to determine the policy concept Aceh Health Insurance For the People of Aceh (JKRA) applied and to determine the implementation of Health Insurance People of Aceh (JKRA) in improving public health services within the scope of the Hospital Meuraxa Banda Aceh. This study was conducted at Hospital Meuraxa Banda Aceh. Type of research is qualitative research. These results indicate the presence of JKRA can help people to seek treatment to pukesmas and hospitals especially critically ill, but in terms of JKRA good service mechanisms in primary health care and advanced health care is still not optimal implemented.
