ABSTRACT

Baitussalam District, Aceh Besar Regency is one of the areas affected by the 2004
Aceh earthquake and tsunami. Several years after the tsunami, the rehabilitation
and reconstruction process has been completed. Areas that had been affected by
the tsunami disaster were again inhabited by residents. These residents are
returning natives and immigrants from other areas outside Baitussalam District.
The increasing population has resulted in an increasing need for housing. Many
housing developers are building new housing complexes in the Baitussalam area.
This can certainly cause problems in the form of potential disasters that residents
of the housing complex may face, especially if the development is not in
accordance with the local Spatial and Regional Plan. This research aims to
determine the suitability of the construction of housing complexes in Baitussalam
District with the Aceh Besar RTRW as well as the knowledge of residents of
housing complexes in Baitussalam District regarding spatial planning and tsunami
disaster mitigation and preparedness. This research was conducted using
qualitative and quantitative methods, through interviews with related parties and
questionnaires to residents living in housing complexes in Baitussalam District.
The results indicate that the spatial layout most of the housing complex in
Baitussalam District is in accordance with the Aceh Besar RTRW. But 77 percent
of the housing complex are in high tsunami risk area and is still lack of disaster
mitigation facilities and infrastructure. Most respondents chose residential
location because house prices or rent were cheap and close to workplace. Most
respondents also have a good understanding of tsunami disaster mitigation. Some
respondents believed Aceh Besar's spatial planning had considered the interests of
the community but did not know whether its preparation had involved the
community or not. Meanwhile, a third of respondents want to be involved in
managing and controlling the use of RTRW in the area where they live. most of
respondents still lack understanding about the implementation of tsunami
preparedness in the villages where they live, including the implementation of
tsunami mitigation and disaster preparedness programs carried out by local village
officials.

ABSTRAK Kecamatan Baitussalam, Kabupaten Aceh Besar adalah salah satu daerah yang terkena bencana gempa bumi dan tsunami Aceh 2004. Beberapa tahun pasca tsunami, proses rehabilitasi dan rekonstruksi telah selesai dilakukan. Daerah yang pernah terkena bencana tsunami kembali dihuni, baik oleh warga asli yang kembali maupun pendatang dari luar Kecamatan Baitussalam. Jumlah penduduk yang semakin ramai mengakibatkan semakin tingginya kebutuhan tempat tinggal. Banyak pengembang perumahan membangun kompleks perumahan baru di wilayah Baitussalam. Hal ini menimbulkan masalah berupa potensi bencana yang mungkin dihadapi oleh warga penghuni kompleks perumahan tersebut, terutama jika pembangunan tidak sesuai dengan Rencana Tata Ruang dan Wilayah daerah setempat. Penelitian ini bertujuan untuk mengetahui kesesuaian pembangunan kompleks perumahan di Kecamatan Baitussalam dengan RTRW Aceh Besar serta pengetahuan warga kompleks perumahan di Kecamatan Baitussalam terhadap tata ruang dan mitigasi serta kesiap-siagaan bencana tsunami. Penelitian ini dilakukan dengan metode campuran antara kualitatif dan kuantitatif, melalui wawancara dengan pihak-pihak terkait serta kuesioner kepada warga yang tinggal di kompleks perumahan di Kecamatan Baitussalam. Hasil penelitian ini menunjukkan bahwa lokasi dan tata ruang kompleks perumahan di Kecamatan Baitussalam sudah sesuai dengan RTRW Aceh Besar, tapi 77 persen kompleks perumahan tersebut berada di lokasi rawan bencana tsunami. Selain itu masih terdapat kekurangan sarana dan prasarana mitigasi bencana di komplekskompleks perumahan tersebut. Sebagian besar responden memilih lokasi tempat tinggal karena harga rumah atau sewa yang murah, dekat dengan tempat kerja. Mereka juga memiliki pemahaman yang baik mengenai mitigasi bencana tsunami, tapi masih kurang memahami tentang penerapan kesiapsiagaan tsunami di desa tempat tinggalnya, termasuk penerapan program-program mitigasi dan kesiapsiagaan bencana tsunami yang dilakukan oleh perangkat desa setempat. Sebagian responden berpendapat bahwa perencanaan tata ruang Aceh Besar telah memperhatikan kepentingan masyarakat, namun tidak mengetahui apakah penyusunannya telah melibatkan masyarakat atau belum. Sedangkan sepertiga responden ingin terlibat dalam pengelolaan dan pengendalian pemanfaatan RTRW di wilayah tempat tinggalnya. Kata kunci: tata ruang, permukiman, tsunami, mitigasi, kesiap-siagaan
