Penelitian ini menganalisis pengaruh belanja pemerintah pada sektor kesehatan dan pendidikan terhadap Indeks Pembangunan Manusia (IPM) di Provinsi Aceh. Data yang digunakan pada penelitian ini berupa adalah data panel yang terdiri atas data cross-section yang berupa 23 Kab/Kota Provinsi Aceh dan time series dari tahun 2015-2023. Analisis menggunakan regresi data panel dengan tehnik Fixed Effect Model (FEM). Hasil Penelitian menunjukkan peningkatan belanja kesehatan berdampak negatif pada IPM, akibat penurunan pasca-COVID-19. Sebaliknya, peningkatan belanja pendidikan berdampak positif signifikan, sesuai dengan penelitian sebelumnya. Oleh karena itu Pemerintah Aceh disarankan untuk mengoptimalkan alokasi anggaran kesehatan dan mempertahankan peningkatan anggaran pendidikan demi meningkatkan IPM.

ABSTRACT Title : The Effect of Education and Health Sector Expenditure of Regency/City Governments on the Human Development Index (HDI) in Aceh Province Name : Maulana Fadila Student ID : 2001101010128 Faculty/ Department : Economics and Business/Development Economics Supervisor : Ferayanti., S.E., M.Si Concentration : Human Resources This study analyzes the effect of government spending on the health and education sectors on the Human Development Index (HDI) in Aceh Province. The data used in this study is panel data consisting of cross-section data in the form of 23 regencies/cities in Aceh Province and time series from 2015-2023. The analysis uses panel data regression with the Fixed Effect Model (FEM) technique. The results of the study show that increasing health spending has a negative impact on the HDI, possibly due to the post-COVID-19 decline. Conversely, increasing education spending has a significant positive impact, in accordance with previous studies. Therefore, the Aceh Government is advised to optimize the allocation of the health budget and maintain the increase in the education budget in order to increase the HDI.
