Program monitoring opini dan aspirasi publik merupakan salah satu kebijakan pemerintah daerah Kabupaten Pidie yang dijalankan oleh Dinas Komunikasi Informatika dan Persandian yang bertujuan menampung aspirasi masyarakat terhadap kinerja pemerintah Kabupaten Pidie. Pada penerapan program tersebut menunjukan bahwa beberapa laporan yang masuk ke aplikasi SP4N LAPOR belum diproses sampai dengan sekarang dan jumlah laporan yang tergolong sedikit dalam kurung waktu yang lama sehingga menarik perhatian untuk dilakukan penelitian. Adapun teori yang digunakan dalam penelitian ini yaitu teori monitoring dan evaluasi dengan metode penelitian deskriptif kualitatif yang melibatkan beberapa narasumber dengan melakukan tahapan wawancara dengan pemangku kepentingan dan observasi serta pengumpulan data berupa dokumentasi tambahan untuk memperkuat penelitian ini. Hasil penelitian menunjukan bahwa aplikasi SP4N LAPOR dilakukan berdasarkan indikator evaluasi yaitu efektivitas menujukan bahwa pada program belum terlaksana secara efektif karena masih banyak masyarakat yang belum mengetahui tentang program tersebut, efisiensi menunjukan bahwa kurangnya anggaran menjadi salah satu faktor terhambatnya implementasi program, kecukupan menunjukan bahwa program kurangnya sosialisasi kepada masyarakat, indikator pemerataan menunjukan bahwa program diperlukan sosialisasi kepada seluruh masyarakat, indikator responsivitas menujukan bahwa program diterima baik oleh masyarakat dengan harapan program tersebut dapat terealisasikan sesuai dengan target, indikator ketepatan menunjukan bahwa program belum membantu masyarakat, sehingga dapat disimpulkan bahwa program monitoring opini dan aspirasi publik belum berjalan maksimal karena kurangnya upaya Diskominfo dalam menjalankan fungsi mereka dalam penerapan program, fasilitas serta sosialisasi program menjadi faktor penghambat pada implementasi program, program monitoring opini dan aspirasi publik diharapkan semua pihak dapat berkerja sama baik pemerintah dan masyarakat, kegiatan yang dapat dilakukan berupa sosialisasi, meningkatkan fungsi tugas Diskominfo dan fasilitas yang mendukung dalam penerapan program tersebut.

The public opinion and aspirations monitoring program is one of the policies of the Pidie Regency regional government which is implemented by the Information Communication and Encryption Service which aims to accommodate community aspirations regarding the performance of the Pidie Regency government. The implementation of this program shows that several reports submitted to the SP4N LAPOR application have not been processed until now and the number of reports is relatively small over a long period, thus attracting attention for research. The theory used in this research is monitoring and evaluation theory with a qualitative descriptive research method involving several sources, conducting interviews with stakeholders and observation as well as data collection in the form of additional documentation to strengthen this research. The results of the study show that the SP4N LAPOR application was carried out based on evaluation indicators, namely effectiveness, showing that the program has not been implemented effectively because there are still many people who do not know about the program, efficiency shows that the lack of budget is one of the factors hampering program implementation, adequacy shows that the program is lacking socialization to the community, the equity indicator shows that the program requires socialization to the community as a whole, the responsiveness indicator shows that the program is well received by the community with the hope that the program can be realized according to the target, the accuracy indicator shows that the program has not helped the community, so it can be concluded that the opinion monitoring program and public aspirations have not run optimally due to the lack of efforts by Diskominfo in carrying out their functions in implementing programs, facilities and program socialization are inhibiting factors in program implementation, programs for monitoring public opinion and aspirations, it is hoped that all parties can work together, both the government and the community, activities that can be carried out in the form of outreach, improving the functions of Diskominfo's duties and facilities that support the implementation of the program.
