Permasalahan ketertiban umum banyak terjadi di wilayah Aceh seperti banyak ditemukan hewan ternak yang berkeliaran di badan jalan, yang dapat mengganggu pengguna jalan. Selain itu, ketertiban umum juga terganggu akibat dari pedagang yang tidak mengikuti aturan. Sehingga, menyebabkan mengganggu pengendara jalan. Selama ini telah dilakukan upaya untuk menertibkan permasalahan dengan menugaskan Satpol PP, tetapi hal ini tidak efektif karena masih ada pedagang dan pemilik hewan ternak yang tidak mematuhi himbaun yang telah diberlakukan. Oleh karna itu, penelitian ini bertujuan untuk mengatasi hal tersebut dengan membuat sistem pengaduan untuk ketertiban fasilitas umum berbasis android “TERTIB” untuk mempermudah masyarakat melaporkan masalah dan mempermudah Satpol PP untuk memproses masalah tersebut. Aplikasi ini menggunakan framework flutter dengan bahasa pemograman dart dan menghubungkan GPS MAPS sebagai penentu lokasi, kemudian Firebase untuk database. Hasil Pengujian black-box testing menunjukkan secara fungsional perangkat lunak dapat mengeluarkan hasil yang sesuai harapan berupa tidak adanya masalah pada sistem dengan tingkat kevalidan 100%. Disarankan kepada peneliti selanjutnya untuk dapat mengembangkan aplikasi mobile yang menjadi penghubung antara pemberi dan penerima dengan menambahkan permasalahan pelaggaran fasislitas umum lainnya kedalam aplikasi tersebut.

Public order problems often occur in the Aceh region, such as livestock being found wandering on the road, which can disturb road users. Apart from that, public order is also disturbed as a result of traders not following the rules. Thus, causing disturbance to road drivers. So far, efforts have been made to control the problem by assigning Satpol PP, but this is not effective because there are still traders and livestock owners who do not comply with the guidelines that have been implemented. Therefore, this research aims to overcome this by creating a complaint system for ordering public facilities based on Android "TERTIB" to make it easier for the public to report problems and make it easier for Satpol PP to process these problems. This application uses the Flutter framework with the Dart programming language and connects GPS MAPS as a location determiner, then Firebase for the database. The results of black-box testing show that functionally the software can produce results that meet expectations in the form of no problems in the system with a validity level of 100%. It is recommended for future researchers to develop a mobile application that becomes a link between the giver and recipient by adding the problem of violations of other general facilities into the application.
