Notaris di Kota Banda Aceh dalam menjalankan tugas dan tanggung jawabnya masih terdapat beberapa permasalahan terkait dengan adanya pelanggaran kode etik notaris. Hal ini tentu saja dibutuhkan pembinaan dan pengawasan yang ketat oleh Majelis Pengawas Daerah (MPD) Notaris Kota Banda Aceh. Pembinaan dan pengawasan terhadap Notaris di Kota Banda Aceh merupakan hal penting yang harus dilakukan oleh Majelis Pengawas Daerah (MPD) Kota Banda Aceh, hal ini sebagaimana yang di atur di dalam Pasal 70 Undang-Undang Jabatan Notaris.
Penelitian ini bertujuan untuk mengetahui dan menganalisis Peran Majelis Pengawasan Daerah (MPD) Terhadap Efektifitas Pembinaan Dan Pengawasan Notaris Di Banda Aceh, menjelaskan hambatan-hambatan apa saja yang terjadi terhadap Efektifitas Pembinaan Dan Pengawasan Notaris Di Banda Aceh oleh Majelis Pengawasan Daerah (MPD). Serta menjelaskan upaya apa saja yang dilakukan oleh Majelis Pengawasan Daerah (MPD) untuk menyelesaikan hambatan-hambatan Terhadap Efektifitas Pembinaan Dan Pengawasan Notaris Di Banda Aceh
Penelitian ini menggunakan metode penelitian yuridis empiris, dengan pendekatan kualitatif. Sumber data bersumber dari data lapangan (Field Research) dan kepustakaan (Library Research) dan data primer, data sekunder dan data tersier.
Hasil penelitian diketahui bahwa peran Majelis Pengawasan Daerah (MPD) Terhadap Efektifitas Pembinaan Dan Pengawasan Notaris Di Banda Aceh yaitu dilakukan dalam bentuk monitoring dan evaluasi terkait pelaksanaan tugas dan fungsi Notaris di wilayah kerjanya, serta melakukan pembinaan terhadap administrasi pelaksanaan tugas kenotariatan. Hambatan yang terjadi terhadap Efektifitas Pembinaan Dan Pengawasan Notaris Di Banda Aceh oleh Majelis Pengawasan Daerah (MPD) yaitu, Notaris tidak membuka kantor, Notaris tidak sering berada di Kantor ketika dilakukan pengawasan, Notaris yang membuka kantor di luar wilayah Kota Banda Aceh, Sulitnya Komunikasi terhadap Notaris dikarenakan Notarisnya berada di Luar Provinsi Aceh, namun kantornya ada di Kota Banda Aceh, Ketidaksiapan Notaris dalam menyiapkan dokumen berkaitan dengan Protokol notaris, Ketidakhadiran para pihak (Pelapor maupun terlapor) ketika dilakukannya pertemuan oleh MPD. Upaya yang dilakukan oleh Majelis Pengawasan Daerah (MPD) untuk menyelesaikan hambatan-hambatan Terhadap Efektifitas Pembinaan Dan Pengawasan Notaris Di Banda Aceh yaitu dengan melakukan investigasi terkait kasus-kasus pelanggaran yang dilakukan Notaris, memberikan teguran dan merekomendasikan hasil pembinaan dan pengawasan kepada MPW
Disarankan kepada Notaris dalam menjalankan tugas sesuai kewenangan dan kode etik. Serta kepada MPD Kota Banda Aceh disarankan dapat meningkatkan seriusitas dalam pembinaan dan pengawasan terhadap Notaris.

Notaries in Banda Aceh City carry out their duties and responsibilities, but there are still some problems related to the existence of violations of the code of ethics of notaries. The construction and supervision of notaries in Banda Aceh is an important thing to do by the Regional Supervisory Council (MPD) of Banda Aceh, as stipulated in Article 70 of the Law of the Department of Notaries. This study aims to determine and analyze the role of the regional supervisory council (MPD) on the effectiveness of coaching and supervision of notaries in Banda Aceh, explaining what obstacles occur to the effectiveness of coaching and supervision of notaries in Banda Aceh by the regional supervisory council (MPD). As well as explaining what efforts are being made by the regional supervisory council (MPD) to resolve obstacles to the effectiveness of coaching and supervision of notaries in Banda Aceh. This study uses empirical legal research methods with a qualitative approach. Data sources are sourced from field data (Field Research) and the library (Library Research), as well as primary data, secondary data, and tertiary data.The results showed that the role of the regional Supervisory Council (MPD) on the effectiveness of coaching and supervision of notaries in Banda Aceh is carried out in the form of monitoring and evaluation related to the implementation of the duties and functions of notaries in their work areas, as well as coaching the administration of the implementation of notary duties. Obstacles that occur to the effectiveness of coaching and supervision of notaries in Banda Aceh by the regional Supervisory Council (MPD) are: notaries do not open offices; notaries are not often in the office when supervision is carried out; notaries who open offices outside the city of Banda Aceh; difficulty communicating with notaries because notaries are outside the province of Aceh but their offices are in the city of Banda Aceh; unpreparedness of notaries in preparing documents related to notary protocols; absence of parties (reporters and reported) when meeting by MPD Efforts made by the regional Supervisory Council (MPD) to resolve obstacles to the effectiveness of coaching and supervision of notaries in Banda Aceh by conducting investigations related to cases of violations committed by notaries, giving reprimands, and recommending the results of coaching and supervision to MPW. Advised the notary to carry out their duties in accordance with the authority and code of ethics. As well as to the MPD of Banda Aceh City, it is recommended to increase the seriousness in coaching and supervision of notaries.
