Tujuan dari penelitian ini adalah untuk mengetahui sektor mana saja yang menjadi unggulan di wilayah Kota Lhokseumawe dan mencari kemungkinan alternatif kebijakan pembangunan dari sektor unggulan di Kota Lhokseumawe. Data yang digunakan adalah data sekunder yaitu data time series Produk Domestik Regional Bruto (PDRB) Provinsi Aceh dan Kota Lhokseumawe dalam kurun waktu 2010-
2019 yang bersumber dari Badan Pusat Statistik (BPS).Metode yang digunakan adalah metode analisis Tipologi Klassen. Berdasarkan hasil penelitian terdapat tiga sektor unggulan dan masuk ke kuadran I yaitu Sektor Pengadaan Listrik dan Gas, Sektor Jasa Keuangan dan Asuransi dan Sektor Jasa Perusahaan. Alternatif Kebijakan yang dapat dilakukan adalah yang pertama sektor Pengadaan Listrik dan Gas, PLTMG ini memiliki 13unit mesin tapi hanya 8 yang dioperasikan. bisa mempertimbangkan untuk mengoperasikan seluruh mesin. Selanjutnya Sektor Jasa Keuangan dan Asuransi, memperluas wilayah dan bidang perusahaan, mengejar keuntungan yang wajar untuk meningkatkan pendapatan asli daerah (PAD), mendorong investasi, meningkatkan kinerja daya saing dan terakhir Sektor Jasa Perusahaan, Mendorong optimalisasi potensi sumber dana di daerah dalam rangka memperluas penyediaan pendanaan produktif antara lain untuk mengembangkan UMKM, usaha rintisan (start-up business) dan membiayai pembangunan sektor prioritas.

The purpose of this study is to find out which sectors are the leading sectors in the City of Lhokseumawe and to seek possible alternative development policies from the leading sectors in the City of Lhokseumawe. The data used is secondary data, namely time series data for the Gross Regional Domestic Product (GRDP) of Aceh Province and Lhokseumawe City in the period 2010-2019 which was sourced from the Central Statistics Agency (BPS). The method used is the Klassen Typology analysis method. Based on the results of the study, there are three leading sectors and are included in quadrant I, namely the Electricity and Gas Procurement Sector, the Financial and Insurance Services Sector and the Corporate Services Sector. Alternative policies that can be implemented are the first in the electricity and gas procurement sector, this PLTMG has 13 units of machines but only 8 are in operation. could consider operating the whole machine. Furthermore, the Financial and Insurance Services Sector, expanding the territory and fields of the company, pursuing reasonable profits to increase local revenue (PAD), encouraging investment, increasing competitive performance and finally the Corporate Services Sector, Encouraging the optimization of potential sources of funds in the regions in the context of expanding expansion productive financing, among others, to develop MSMEs, start-up businesses and finance the development of priority sectors Keywords: Leading Sectors, Economic Growth, Klassen Typology.
